The Assessment Seeks To Achieve The Following: 1. Document Key Accomplishments And Identify Areas For Improvement: The Consultant Will Examine Project-Related Documents; Data; Studies; And Reports; And Conduct Interviews With Key Personnel Of Gob To Collate Notable Successes And Areas For Improvement. 2. Evaluate Outcomes And Impacts: The Consultant Will Develop An Analytical Framework To Scrutinize The Intended And Unintended Impacts Of The Bkbdp; Considering Aspects Such As Improved Resilience; Livelihood Diversification; Increased Income; Augmented Institutional Capability; Market Accessibility; Among Others. The Methodology Should Cater To Different Stakeholders And Examine The Projects Impact By Collecting And Analyzing Primary And Secondary Data. Wherever Feasible; The Consultant Should Consider And Measure The Counterfactual; Such As Through Quasi-Experimental Methods (E.G.; For Component 2 And 3). 3. Estimate Social Return On Investment: The Consultant Will Assess The Social Return On Investment For The Entire Project; Focusing On The Value Accrued In Social; Environmental; And Economic Sectors. This Estimation Will Consider Stakeholders Views And Improvements In Areas Such As Enhanced Institutional Capacity; Protected Farmland; Connectivity; And Market Access For Farmers. This Should Also Highlight The Aspects Of Gender And Inclusion Of Marginalized Groups.4. Consolidate Learnings: The Study Will Identify The Facilitators And Barriers In The Bkbdp Implementation And Explore Factors That Enhanced Or Impeded The Achievement Of Project Goals. Additionally; Effective Strategies And Locally Innovative Processes Will Be Highlighted For Future Flood Management Efforts.
