1. The Subject Of The Contract Is The Reconstruction Of The Premises Of The Poviat Starosty In Włocławek Along With The Renovation Of The Facade And Roof As Part Of The Investment Task Entitled “Renovation Of The Building Of The Poviat Starosty In Włocławek At Ul. Cyganka 28” On Plots No. 86/8 And 86/2, Precinct 0460 M, Włocławek Km 46, At The Intersection Of Ul. Gypsies And Pl. Copernicus. Building Category Xii According To The Annex To The Act Of July 7, 1994 - Construction Law (Journal Of Laws 2023, Item 682, As Amended). Due To Its Architectural And Historical Values, The Building Is Entered In The Register Of Monuments Under Number A/1560 By Decision Of The Provincial Conservator Of Monuments In Bydgoszcz Of September 30, 1957 And Entered In The List Of Address Cards Of Real Estate Monuments Included In The Municipal Register Of Monuments Of The City Of Włocławek Under Item 154 (Former Ss Ursuline Seminary). The Building Is Located In The Immediate Vicinity Of The Most Valuable Monuments Of Włocławek: The Church Of St. Witalis, The Cathedral, The Higher Theological Seminary. From The Very Beginning, The Building Served Public Utility Functions. The Scope Of The Study As Part Of The Reconstruction Includes The Rooms Occupied On The High Ground Floor Of The Building By The Communications Department - The Most Crowded With Clients, Along With The Server Room. The Building Is Built In The Traditional Technology Of Full Burnt Brick. Sectional Brick Ceilings, Reinforced Concrete Staircases. Roof On A Wooden Structure Covered With Roofing Felt. Five-Storey Building + Basement. Building Height 24M. The Building In Question Is Currently Used For Administration Purposes. The Ground Floor In Question Will Still Be Developed For The Needs Of The Communications Department. The Project Provides For The Separation Of Administrative Areas, Communication And Technical And Sanitary Rooms. All Administration Rooms Will Meet The Security Requirements For Individual Users Using The Access Applications Of The It System Of The Central Register Of Vehicles And Drivers 2.0. The Server Room With Communication Modules Of The Central Register Of Vehicles And Drivers Will Be Located On The Basement Level. Sanitary Rooms Have Been Divided Into Rooms For Employees And Visitors, A Toilet For Visitors Has Been Designed In The Nps Standard. Employees Will Have A Social Room At Their Disposal. Customers Coming To The Department Will Collect A Ticket From The Queuing System In Order To Organize The Traffic Of Supplicants Service. The Scope Of Construction Works Related To The Redevelopment Will Consist In Making New Forgings And Openings, Which Involves New Structural Elements Such As Lintels And Binders. Fence Boxes For Customer Service Were Designed In Accordance With The Terms Of Personal Data Protection Of The Gdpr And The Security Of The Central Register Of Vehicles And Drivers. It Is Planned To Replace The Complete Internal Door Joinery. All Doors To Rooms Requiring Data Protection Of The Central Register Of Vehicles And Drivers Will Be Adapted To The Required Standard. Anti-Moisture Insulation In The Floors Of Wet Rooms Made Of Liquid Foil Has Been Designed. Damaged Formwork Should Be Replaced With A New One (Up To 30% Of The Roof Area). Gutters, Downpipes And Flashings Will Be Replaced With New Ones Made Of Coated Steel Sheet. As Part Of The Task In Question, It Is Planned To Renovate The Facade Of The Building With The Implementation Of A New Signboard Of The County Office In Włocławek, Thus Increasing The Aesthetics And Improving The Visual Communication Of The Facilitys Functions. External Plasters Will Be Repaired And Supplemented With Plaster Mass Based On Trass, Then They Will Be Painted With Silicate Paints. The Wooden Window Joinery Will Be Reviewed And Repaired, The Window Bars Will Be Fitted With Hygro-Controllable Ventilators. A New Main Entrance Door, Wooden, Stylized As Historical, Was Designed. The Window In The Staircase On The Top Floor Will Be Replaced With Smoke Exhaust Windows, And The Altered Windows Will Be Restored To Their Basic Condition. The Window, Which Will Partly Take Over The Function Of The Air Intake For Ventilation, Will Undergo Adjustment Works. Reconstruction Of The Main Façade Cornice And The Cornice Over The Assembly Hall Is Planned, Together With The Installation Of Façade Lighting. On The Main Cornice, The Following Inscription Will Be Made In The Sgraffito Technique: The County Office In Włocławek. Opening Lintels, • Bricking Up Openings And Widening Communication Openings, • Demolition Of Partition Walls And Building New Ones, • Renovation Of Window Joinery, • Disassembly And Assembly Of New Door Joinery, • Replacement Of Roofing, • Finishing Works.2) As Part Of Electrical Installation Works Internal And Teletechnical, In Particular: • General Lighting Installations, • Emergency Evacuation Lighting, • Internal Installations Of Plug Sockets In The Tn-S System, • Power Supply For Ventilation And Air-Conditioning Devices, • Fire Alarm System, • Stairwell Smoke Extraction System, • Call System, • Structural Network, • Closed-Circuit Television System, • Access Control, • Burglary And Assault Signaling System, • Queuing System, • Telephone Installation. 3) As Part Of Internal Sanitary Installation Works For The High Ground Floor Of The Building, The Server Room And Storage Room In The Basement And The K-2 Staircase, In Particular: • Cold Water Connection From The Existing Risers To The Intake Points In The Rooms And Flow Water Heaters, • Hot Water Connection From Flow Heaters To Draw-Off Points, • Sanitary Sewage System Connection From Designed Sanitary Utensils To Existing Risers And Replacement Of Risers On The High Ground Floor Of The Building And Replacement Of The Horizontal Section From The Riser To The Exit From The Building At The Basement Level, • Hydrant Water Connection To The Relocated Hydrant Valve, • Replacement Radiators In Rooms With A New Central Heating System On The High Ground Floor, • Ventilation And Air Conditioning Of Rooms Located On The High Ground Floor And Server Rooms, A Warehouse Located On The Basement Level. Construction Works Carried Out As Part Of The Task Will Be Carried Out In An Active Facility. Due To The Need To Maintain The Continuity Of The Employers Work, It Is Recommended That The Execution Of Construction Works Be Carried Out In A Way That Disturbs Its Work As Little As Possible. This Involves, Among Others, The Need To Ensure Fully Safe Access To The Building And Access To Rooms Where Employees And Visitors Will Be Present. The Contractor Undertakes To Organize Them In Such A Way As Not To Expose Employees And Third Parties To Dangers And Nuisances Resulting From The Works Carried Out. The Contractors Actions That Would Interrupt The Performance Of The Ordering Partys Activities Are Excluded. The Works Will Be Carried Out Based On The Work Schedule Agreed And Approved By The Ordering Party. A Detailed Description Of The Subject Of The Contract Is The Design Documentation, Technical Specification For The Execution And Acceptance Of Works, Bill Of Quantities - Appendix 1 To The Tor. The Basis For Determining The Lump Sum Price For The Subject Of The Contract Is The Design Documentation And The Number Of Works Resulting From This Documentation. Note: The Bill Of Quantities Is Auxiliary. The Ordering Party Has Made Every Effort To Ensure That The Description Of The Subject Of The Order Does Not Include Any Trademark, Patent Or Origin, Source Or Specific Process That Characterizes The Products Or Services Provided By A Specific Contractor. If A Trademark, Patent Or Origin, Source Or Specific Process Is Indicated In The Procurement Documents, This Is For Information Purposes Only. In Art. 101 Sec. 1 Point 2 And Sec. 3 Of The Public Procurement Law, The Contracting Authority Allows Offering Solutions Equivalent To Those Described, Provided That The Proposed Solutions Meet The Requirements Set Out In The Description Of The Subject Of The Contract To An Equivalent Degree. . 101 Sec. 5 And 6 Of The Public Procurement Law.
