Tenders Are Invited For Technical Assistance For Implementation Of Incremental Learning Under Srestha-G I. Background: The Systems Reforms Endeavours For Transformed Health Achievements (Srestha Gujarat) Program Is A Health Systems Reforms Program Of The Health And Family Welfare Department (Hfwd); Govt Of Gujarat (Gog). This Program Is Provided With The Financial Support From The World Bank Including Additional Technical Assistance Mobilized By The World Bank. The Program Development Objective For Srestha Gujarat Program Is To Improve Quality; Equity And Governance Of Comprehensive Primary Health Care; Adolescent Girl Services; And Disease Surveillance.The Program Activities Are Organized Around Four Result Areas (Ra) Which Contribute To The Pdo. The Activities Of The Srestha Gujarat Under The Four Ra; Principally Are Such That They Either Expedite; Augment; Or Enhance The Existing Government Program.* Ra 1: Improved Service Delivery For Cphc Including Rmncah; Ncds And Mental Health * Ra2: Improved Integrated Health Service Delivery Models For Adolescent Girls * Ra3: Strengthened Disease Surveillance And Early Detection Of Outbreak And Response* Ra4: Strengthened Quality Of Care (Qoc); Governance; Accountability; And Citizen Engagement (Crosscutting) Under Results Area 2; The Program Will Support The StateS Efforts To Improve Health; Nutrition And Livelihood Service Provision And Utilization For Adolescent Girls And Boys. The Activities Proposed Under The Ra Contextualize The 3E Framework Of Enhance; Empower; And Employ[1] For Gujarat To Comprehensively Address Both Supply Side And Demand Side Challenges In Improving Health; Nutrition; And Livelihood Outcomes For Adolescent Girls (And Boys) With The Intent To Maximize Outcomes From The Hfwd. The Ra Will Intensify Integrated Implementation Of Key Packages Of Health Services Geared Towards Adolescent Girls And Boys Focused On Anemia Management (Enhance); Improve Both Supply And Demand Side Information Barriers And Practices For A Comprehensive Approach To Service Delivery; Supervision And Monitoring Of Services For Adolescent Girls And Boys (Empower And Enhance); Use The Hfwd Delivery Platform To Deliver Technical Trainings On Health Sector Jobs That Are Currently In Demand In The State (Employ); And Improve State-Level Prioritization Of And Cross-Sectoral Decision Making On The Adolescent Girls Agenda To Maximize Impact. A Key Element Of The Project; Under Results Area 2 (Ra2); Is The Incremental Learning Approach (Ila) Or The Ila Based Training Package Developed And Rolled Out Comprehensively For All Rksk Pillars; With An Aim To Strengthen The Leadership; Motivation; Management Abilities Of The Relevant Management Cadre And The Knowledge And Skills Of The Field Functionaries. This Approach Is Based On The Assumption That While There Are Well Established Ways Of Providing Classroom Training Through Training Centres To Different Program Functionaries; There Are Inherent Challenges In Translating Knowledge Into Effective And Consistent Actions; Due To The Multiplicity Of Tasks And Priorities Within The Programme.The Ila Seeks To Establish A System Where Programme Functionaries Become More Effective By Learning To Plan And Execute Each Task Correctly And Consistently Through Methodical; Ongoing Capacity Building. It Uses Opportunities In The Form Of Existing Supervisory Interactions At Different Levels; Through Which Practical; Guided Learning Is Provided To Program Functionaries Of Parent Department/S. In Making This System Integral To Routine Programme Implementation; It Allows The Introduction Of New Content And Skills At Any Time. Furthermore; By Building In A System Of Taking Structured Feedback On Actions Taken Following The Learning; It Improves The Effectiveness Of Program Delivery. Such A System Was Piloted At Scale Under The World Bank Assisted Icds Systems Strengthening And Nutrition Improvement Project (Issnip) In 8 Project States. It Was Later Scaled Up Nationwide Under The Poshan Abhiyaan; Including Gujarat Who Implemented The Ila With 21 Technical Modules; Under Department Of Wcd. To The Ila Approach Is Proposed To Be Replicated Under Srestha-G Program; Covering All The Pillars Of Rksk.As Part Of Its Technical Assistance To The Health & Family Welfare Department (Hfwd); Government Of Gujarat (Gog); The World Bank; Through A Nutrition Multi-Donor Trust Fund; Is Seeking To Engage A Firm To Support The Gog In Developing A Detailed Framework And Guideline To Develop And Deploy Ila Based Training Package On All Rksk Pillars For The Frontline Providers And Supervisory Cadre Under All The Key Departments: Health; Icds And Education Respectively. This Work Is Proposed To Be Undertaken In Two Phases; Wherein The Findings From Phase 1 Will Inform The Tasks Under Phase 2 (Annex 3). Ii. Objective Of The Consultancy: The Primary Objective Of This Consultancy (Phase 1) Is To Provide Technical Assistance To Government Of Gujarat In Assessing The State Specific Nuances That Would Help In Designing And Developing Ila Based Training Package (To Be Developed Under Phase 2) For Frontline Providers Under The Departments Of Health; Icds And Education; Engaged In Providing Services To Adolescents As Envisioned Under The Rksk.
