Project Description Since 2011, C te Divoire Has Experienced A Strong Economic Boom And Is Now The Largest Economy In The West African Economic And Monetary Union (Union conomique Et Mon taire Ouestafricaine, Uemoa). This Means That C te Divoire Continues To Be One Of The Fastest Growing Economies In Africa, Despite Strong Growth, Poverty Continues To Affect More Than 40% Of The Countrys Population. Against The Background Of Population Growth Of Around 2.5%, Improving The Employment And Income Situation Of Young People Is One Of The Most Important Challenges In C te Divoire. Between 350,000 And 400,000 Young People Enter The Labor Market Every Year. In This Context, A Central Challenge Of Vocational Training In C te Divoire Is The Lack Of Coherence Between Training Offers And The Needs Of The Private Sector. The Project Support Of The Vocational Training Reform In C te Divoire Aims To Lay The Foundations For The Further Development Of Labor Market-Oriented Offers Of Cooperative Vocational Training (According To The Model Of German Dual Vocational Training) In C te Divoire. Access To Vocational Training For All Sections Of The Population And Improvement Of The Quality Of Training Are Part Of The Implementation Of The Governments Social Program (Programme Sociale Du Gouvernement Psgouv). Within This Framework, The Ministry Of Vocational Training (Minist re De Lenseignement Technique, De La Formation Professionnelle Et De Lapprentissage Metfpa) Has Established Two Strategic Orientations For The Implementation Of The Psgouv: 1) Lacad mie Des Talents (Adt): Measures Aimed At Sustainably Strengthening The Quality Of The Vocational Training System. 2) cole De La 2 me Chance (E2c): A Mass Training And Job Placement Program Aimed At Reducing The Large Stock Of Unemployed Youth. With Its Approach Of Cooperative Training And Its Strategic Alignment Of The Qualitative Improvement Of The System For The Development Of Curricula And Training Content In Cooperation With The Private Sector, The Project Support Of The Vocational Training Reform In C te Divoire Makes An Important Contribution To Achieving The Goals Of The Adt The Project Intervenes On Three Levels And Is Structured As Follows: 1) Strengthening Of The Institutional And Legal Framework For The Coordination And Implementation Of Cooperative Vocational Training (Macro Level): Advice On The Development Of Legal Framework Conditions For Cooperative Training, Institutional Capacity Development For Controlling Cooperative Training And Advice On The Development Of A Sustainable Private-Public Financing Concept For Cooperative Training . 2) Strengthening Of The Institutional And Personal Capacities For The Improvement And Quality Management Of Cooperative Vocational Training (Meso Level): Advising Subordinate Institutions Of The Ministry Of Vocational Training In Developing A Quality Assurance System For Cooperative Training. This Includes Support In The Development Of Quality Standards, Curricula Based On The Competence-Based Approach And Further Training For Teachers And Trainers. 3) Implementation Of Dual Training Offers In Vocational Training Institutions In Cooperation With The Private Sector (Micro Level): Support For Vocational Schools, Teachers And Companies In The Implementation Of And Compliance With The Previously Developed Quality Standards At Micro Level. In This Context, The Auto Mechanic, Logistics And Hotel And Catering Sectors Were Identified In Which Job Profiles Are To Be Selected For The Implementation Of Cooperative Training.
