3.1. The Subject Of The Contract Is The Implementation In The Design And Build System Of The Task Entitled Reconstruction And Extension Of The Sewage Treatment Plant In Kobiele Małe, Commune Of Kobiele Wielkie Reconstruction And Extension Of The Sewage Treatment Plant In Kobiele Małe, Commune Of Kobiele Wielkie Small. The Scope Of The Contract Includes In Particular: 1) Development Of Design Documentation In Accordance With The Requirements Of The Regulation Of The Minister Of Development And Technology Of December 20, 2021 On The Detailed Scope And Form Of Design Documentation, Technical Specifications For The Execution And Acceptance Of Construction Works And The Functional And Utility Program ( Journal Of Laws Of 2021, Item 2454).2) Obtaining The Necessary Conditions, Opinions, Permits, Arrangements And Approvals Of The Developed Documentation.3) Obtaining A Building Permit.4) Execution Of Construction Works On The Basis Of Developed Designs.5) Notification Of The Completion Of Works And Obtaining An Occupancy Permit. The Employer Envisages The Reconstruction And Extension Of The Existing Sewage Treatment Plant In Such A Way That After The Completion Of The Entire Investment Process The Sewage Treatment Plant Constitutes A Block Engineering Facility In Order To Reduce The Development Area. Technological Tanks Of The Sewage Treatment Plant, Such As The Reactor Tank, The Feed Sewage Tank And The Sludge Tank, Should Be Made Of Corrosion-Resistant Concrete. For Hydraulic Reasons, They Should Be Round, Which Significantly Reduces The Operating Costs Of The Facility. The Biological Reactor Should Be Located In The Immediate Vicinity Of The Technical Building And Should Be Covered With A Slope Acting As Thermal Insulation. The Technical Building Should Be Designed And Built Using The Traditional Method, The Mezzanine Of The Building Should Be Used For The Location Of Mechanical Sewage Pre-Treatment. The Location Of The Blower Room Should Make It Possible To Use The Heat Produced By The Working Blowers To Heat The Technological Room. All Basic Technological Devices Together With Technological Fittings Should Be Located In The Technical Building. The Technological Devices, Fittings And Apparatus Used Should Meet The Conditions For Installation In The Facility, Which Is A Sewage Treatment Plant, The Materials Used And The Devices Made Should Ensure The Greatest Possible Protection Against An Aggressive Environment. Elements Of The Existing Sewage Treatment Plant Intended For Reconstruction, Extension, Adaptation Or Liquidation: 1) Raw Sewage Pumping Station - Adaptation And Reconstruction Of The Existing One; 2) Technical Building - Construction Of An Additional Building; 3) Sand And Screenings Container Storage Station - Construction Of A New One; 4) Reactor Biological Reactor I Process Line - Construction Of A New One;5) Biological Reactor Ii Process Line - Construction Of A New One;6) Tank Averaging Sewage And Feed Sludge - Construction Of A New One;7) Excess Sludge Tank - Construction Of A New One;8) Room For A Sludge Container - Construction Of A New One ;9) Shed For The Power Generator - New Construction;10) Automatic Reserve Connector - New Construction;11) Parking Spaces - New Construction;12) Treated Sewage Outlet - New Construction;13) Social And Technical Building - Adaptation And Expansion Of The Existing One;14 ) Mechanical Sludge Dewatering Station - Adaptation Of The Existing One; 15) Sludge Liming Station - Adaptation And Reconstruction Of The Existing One; 16) Sludge Container Room - Extension Of The Existing Building; 17) Sludge Shed - Construction Of A New One; 18) Storage Shelter - Adaptation Of The Existing One; 19 ) Treated Wastewater Measuring Well - Construction Of A New One;20) Main Switching Station - Construction Of A New One;21) Fencing Of The Facility - Extension Of The Existing Fence;22) Existing Expansion Well - Decommissioning;23) Existing Reactors - Dismantling After The Reconstruction And Extension Is Completed;24) The Existing Waste Discharge Point - Exclude From Use; 25) The Existing Water Meter Well - Adaptation; 26) The Existing Treated Waste Outlet - Dismantle After The Reconstruction And Extension Is Completed. 20 Kw. A Detailed Description Of The Subject Of The Contract Has Been Included In The Functional-Utility Program (Chapter V Swz). Moreover, The Employer Informs That In Addition To The Formal Documents Listed In The Functional-Utility Program For The Extension And Reconstruction Of The Sewage Treatment Plant In Kobiele Małe Gm. Kobiele Wielkie Has Valid Decisions, I.E. Environmental Decision, Reference Number: Rig.Ii.6220.02.2021 Of December 21, 2021. And The Decision To Locate The Public Purpose, Reference Number: Rig.Ii.6733.3.2021 Of January 27, 2022. Note: All Construction Works Should Be Carried Out While Ensuring The Functioning Of The Existing Sewage Treatment Plant, After The Completion Of Construction Works, New Technological Lines Will Be Switched Over, And The Old Ones Will Be Shut Down And Partially Dismantled. Due To The Limited Number Of Characters In This Item Of The Contract Notice, Supplementary Works Required By The Employer Are Described In Detail In Point 3.1 Of The Terms And Conditions Of The Order. Under This Order, The Contractor Is Obliged To Perform All Works That Must Be Carried Out In The Design And Build Formula, In Accordance With The Principles Of Technical Knowledge And Construction Art, Applicable Regulations And Standards, With Due Diligence So That The Item The Scope Has Been Defined In The Functional And Utility Program And The Specification Of Essential Terms Of The Contract, Has Reached Readiness For Use.3.2. Information Regarding The Description Of The Subject Of The Contract: Where The Ordering Party Described The Subject Of The Contract By Reference To Standards, European Technical Assessments, Technical Specifications And Technical Reference Systems Referred To In Art. 101 Sec. 1 Point 2 And Sec. 3 Of The Public Procurement Law, The Employer Allows Solutions Equivalent To Those Described, And Such A Reference Is Accompanied By The Words Or Equivalent. The Contracting Authority Indicates That The Obligation To Submit In The Offer Solutions Equivalent To Those Described In The Description Of The Subject Of The Contract And To Demonstrate The Equivalence Lies With The Contractor. Where The Requirements In The Description Of The Subject Of The Contract Refer To European Technical Assessments, Technical Specifications And Technical Reference Systems Referred To In Art. 101 Sec. 1 Point 2 And Sec. 3 Of The Public Procurement Law, The Contracting Authority Requires That The Contractor Has Already Presented Evidence Of Equivalence In Its Tender In The Manner Specified In Art. 101 Sec. 5 And 6 Of The Ppl. The Contracting Authority Informs That Where The Subject Of The Contract Is Described In The Swz By Indicating Trademarks, Patents Or Origin, Source Or Specific Process That Characterizes The Products Or Services Provided By A Specific Contractor, It Allows Solutions Equivalent To Those Described, Provided That They Will Meet The Criteria Specified In The Description Of The Subject Of The Contract Used To Assess Equivalence. For These Solutions, The Ordering Party Indicates As The Criteria Of Equivalence Allowing A Tolerance Of +/- 5% For All The Parameters Required For Them. Prior To The Commencement Of Works, The Contractor Is Obliged To: • Mark The Construction Site (Information And Warning Boards), • Notify The Owners Of The Neighboring Plots And Any Persons Staying On The Neighboring Plots About The Works Being Carried Out, 3.4. The Contracting Authority Defines The Following Employment Requirements Based On An Employment Relationship: - List Of Activities Necessary For The Performance Of The Contract, To Which The Requirements For Employment On The Basis Of An Employment Relationship By The Contractor Or Subcontractor Of Persons Performing Activities During The Contract Performance Apply - Performance Of Construction And Construction Works, Sanitary Industry, Electrical Industry And Road Industry. - The Method Of Verifying The Employment Of These People And The Authority Of The Contracting Authority To Control The Contractors Compliance With The Requirements Related To The Employment Of These People And The Sanctions For Failure To Meet These Requirements Are Specified In The Public Procurement Contract Template (Annex 6 To The Swz).
