Publication Or Prior Information Within The Meaning Of Art. 7 Para. 2 Vo (Eg) 1370/2007 About A Direct Award Regarding The Following Services: 1. The Subject Of The Award Is The Provision Of Scheduled Services In Local Rail Passenger Transport (Spnv) In The Area Of The Zweckverband Verkehrsverbund Mittelsachsen (Zvms) In The Ore Mountains Diesel Network (Dne) On The Lines Chemnitz - Annaberg-Buchholz - Cranzahl (Kbs 517), Todays Designation Rb 80 Chemnitz - Olbernhau (Kbs 519), Todays Designation Rb 81 Zwickau - Aue - Johanngeorgenstadt (Kbs 535), Todays Designation Rb 95 With A Scope Of Services Totaling Approx. 1.9 Million Train Kilometers Per Timetable Year. 2. The Start Of Operations Is Planned For The Summer Timetable Change In June 2024. 3. The Contract Period Ends When The Timetable Changes In December 2032. 4. From The Timetable Change In June 2024, The Range Of Transport Services In The Dne Is To Be Continued Essentially Unchanged From The Status Quo In Terms Of Quality And Quantity. The Transport Services Will Continue To Be Designed As An Overall Network Across All Three Lines (Rb 80, Rb 81 And Rb 95) In Order To Be Able To Generate Synergies In Terms Of Vehicle Requirements And Personnel Deployment. 5. Due To The Infrastructural Boundary Conditions And So That The Transport Services In The Dne Can Continue To Be Essentially Unchanged From The Customers Point Of View In Terms Of Quality And Quantity And That An Attractive Spnv Offer Is Available In Accordance With The Status Quo, The Vehicles To Be Used For The Transport Services In The Dne Must Meet The Following Minimum Requirements: A) Same-Height Boarding Based On Platforms With A Platform Height Of 55 Cm In Accordance With The Requirements Of The Tsi Prm (With A Tolerance Of +/- 50 Mm) B) Bridging The Gap With A Sliding Step (Freedom From Barriers) C) Ramp For Wheelchair Users D) At Least 120 Seats E) Passenger Information System F) Air Conditioning G) Toilet (Barrier-Free) H) Ticket Machines And Validators In The Vehicle In Order To Be Able To Implement The Transport Services In The Dne Based On The Minimum Requirements And Without Fundamental Changes In The Timetable, It Can Be Assumed That At Least 13 Vehicles Will Be Required Based On The Current Timetable. Used Vehicles Will Be Used. The Procurement Of New Vehicles For The Transport Services To Be Awarded Is Not Possible In View Of The Short Time Remaining Until The Start Of Operations. 6. The Services Are Awarded In Accordance With Section 131 (1) Sentence 2 Gwb In Conjunction With Section 14 (4) No. The Services Are To Be Awarded To Db Regionetz Verkehrs Gmbh Erzgebirgsbahn (Egb). A Reasonable Alternative Or Replacement Solution Within The Meaning Of Section 14 (6) Vgv Is Not Given After Careful Examination. 7.
