Kantahämes Welfare Area Omahäme Is Asking For Participation Applications For Housing Services For The Elderly And Services That Support Living At Home. These Include, For Example, Long-Term And Short-Term 24-Hour Service Housing And Community Housing. The Services Are Intended For Customers Of The Kantahäme Welfare Area, The Housing Units Must Be Located In The Kantahäme Area. About 2,000 Elderly People Are Covered By Housing Services In The Omahäme Area. About Half Of The Care Places Are Acquired As A Purchase Service And Half Are Produced As An In-House Operation. It Is A Social And Health Service According To Appendix E Of The Procurement Act. The Procurement Is Subject To The Provisions Of Chapter 12 Of The Procurement Act And The General Principles Of Procurement In Accordance With Section 3. The Procurement Is Carried Out As A Flexible Electronic Service Provider Register, (Hereinafter Referred To As The Service Provider Register), Which Means The Procurement Units Planned And Described Procedure In Accordance With The Principles Of The Procurement Act For Procuring The Services That Are The Subject Of The Procurement. The Welfare Area Reserves The Right To Organize Services Also With The Help Of Other Methods Of Organization And Service Vouchers Referred To In § 9 Of The Law On The Welfare Area (611/2021). The Establishment Of The Service Provider Register Does Not Limit The Possibility Of The Procuring Entity To Acquire The Services It Targets In Accordance With Section 110 Of The Procurement Act As Customer-Specific Direct Procurement When The Customer-Specific Need Requires Direct Procurement And The Conditions For Direct Procurement Are At Hand. The Purpose Of Choosing The Procurement Procedure Is To Secure The Implementation Of The Customer Groups Services In Accordance With The Relevant Legislation And To Enable New Service Providers To Join During The Contract Period. A Procurement System Is Established And Several Contracts Are Tendered Within It Using A Procedure Similar To A Limited Procedure. Throughout Its Validity, The Procurement System Is Open To All Service Providers Who Meet The Eligibility Criteria. The Flexibility Of The Procurement System Is Achieved By The Fact That New Participation Applications Are Accepted In The Service Provider Register Through A Continuous Search And That Internal Tenders Are Held Among The Service Providers Participating In The System During The Duration Of The System. It Is Therefore A Two-Stage System, In Which A Register Of Producers Is Created During The Establishment Phase And After That The Subscriber Can Request Offers For Various Services From The Service Providers Included In The System. Tenders Within The Procurement System Can Be Held From The Establishment Of The Procurement System Until The End Of Its Duration. The Procurement System Is Valid Until 30 November 2030, During Which Time Tenders Within The Procurement System Will Be Held. The Contract Concluded On The Basis Of The Systems Internal Bidding Process Can Be Valid For A Maximum Of Two (2) Years After The Expiration Of The Procurement System. The Customer Can Extend The Validity Of The Procurement System With A New Procurement Notification. In Each Internal Competition, The Customer Defines The Length Of Its Duration. In Order To Participate In Tenders, The Service Provider Must Submit A Participation Application. The Application For Participation Is Made By Responding To This Request For Participation.
