Consulting Firm (National) (Time-Based) Brief Description Of Assignment: The Shah Amanat (R) (Karnaphuli) Bridge Is Located At 246Th Km Of Dhaka-Cumilla-Chattogram-CoxS Bazar-Teknaf Road-N1 Over River Karnaphuli. Huge Numbers Of Vehicles Ply The Bridge Every Day. The Rhd Is Responsible For Safe, Efficient And Congestion Free Movement Of The Vehicle On The Bridge. The Department Needs To Collect Toll As Per Government Policy And Guidelines As Well As To Control The Overloading To Protect The Service Life Of The Bridge And Roads. Considering All These Things, Rhd Intends To Engage A Reputed And Bonafide Firm For Management And Operation Services. The Services To Be Provided By The Firm Includes But Not Limited To The Following: Operation, Management And Maintenance Of Existing Real-Time Web Based Modern Electronic/ Computerized Toll Collection System; Collection Of Toll Revenue From Vehicles Crossing The Shah Amanat (R) (Karnaphuli) Bridge For 2 (Two) Years; Maintaining & Updating Existing Modern Electronic/ Computerized Web Based On-Line Real Time Multi-Station Toll Monitoring System;Maintaining Link With Brta Database Using Radio Frequency Identification (Rfid) System;Ensure Traffic Management, Safety And Security Support Within The Project Area;Ensure Total Backup Support Round The Clock Including All Required Hardware And Software. Ensure Storage System To Store All Cctv Footage Of The Plaza For At Least 60 Days. System Shall Automatically Generate Exempted Vehicle List Having License Plate Number. All Vehicles With Registration Number (With Exempted) Should Be Stored In The System. All Lane Violation Must Be Counted In The System; All Databases Must Maintain Audit Logs; Supply Of All Types Of Toiletries, Stationeries, Crockeries Etc. Insurances; Technology Transfer And Institutional Training;Customization Of Real-Time On-Line (Web-Based) Centralized Weigh Scale Management System Using Oracle 11G/12C Database;Maintaining Existing Connection With Brta Vehicle Database/Other Database For Automatic Vehicle Classification Which Can Be Monitored (All Transaction Including Laden Weight, Additional Charge (If Any) And Vehicle Footage) Real-Time Simultaneously From The Toll Plazas, Rhd Chattogram Zone Office, Rhd Chattogram Division Office, Rhd Head Office And Rthd;Operation Of Existing 6 (Six) Nos. Of Weigh Scale At Shah Amanat (R) (Karnaphuli) Bridge Site. Weigh Scale Management System Shall Be Guided By Motor Vehicles Axle Load Control Station Operation Policy - 2012; Operation Of Existing Electronic Toll Collection System (Etc). Toll Plaza Painting And Routine Maintenance Work. Experience, Resources And Delivery Capacity Required: The Firm Should Be Nationally Or Internationally Reputed. Interested Consultancy Firms Must Provide Information Indicating That They Are Qualified To Perform The Services (Registration Certificate, Registered Address, Legal Status, Brochures, Description Of Successfully Completed Similar Assignments During The Last 10 (Ten) Years, Experience In Successfully Completed Similar Conditions During The Last 10 (Ten) Years, Average Annual Turn-Over Of The Last 5 (Five) Years, Availability Of Appropriate Skills Among Staff Etc.).General Experience Of The Firm/Jvca (Lead Partner Or Other Partner Or Consortium Partners Or Association Members) With General Experience Of Minimum 10 (Ten) Years In It Related Works. Operation & Management (O&M) Of Online Web-Based Real Time Electronics/Computerized Toll Collection With Minimum A Single Contract Completed Over A Period Of Last 10 (Ten) Years. Average Annual Turnover Shall Be Submitted Over The Last 5 (Five) Years. Interested Consultancy Firms Must Provide Companys Incorporation Certificate, Updated Trade License, Vat Registration Certificate, Latest Income Tax (It) Certificate, Basis Membership Certificate, And Administrative/Managerial Structure List Of Staff. A Firm May Constitute Joint Venture To Enhance Their Capabilities. Interested Firms May Associate With Other Firm (Local Or Foreign) To Enhance Their Qualifications. The Formation Of Joint Venture Shall Be Done On Non-Judicial Stamp Paper Of Value Bdt 300. The Jv Agreement Shall Clearly Mention The Title Of Service. The Share And Role Of Each Partner Of The Joint Venture Shall Be Mentioned Clearly In The Agreement.
