The Procurement Is Done As A Procurement Ring, In Which The Separately Mentioned Organizations Participate. The City Of H meenlinna (Hereafter The Client) Acts As A Procurement Entity Authorized By The Participating Organizations. Some Of The Communities Are Included As An Option, Meaning They Can Acquire Services Through This Agreement. In Addition, Some Of The Organizations Reserve The Right To Acquire Part Of The Services Of The Contract As An Option, I.E. They Do Not Commit Themselves To The Procurement Of All Services. Participants Are Listed: Appendix 1, 2Nd Tab. The Previous (Previous) Contract For The Corresponding Service Has Ended. For Example, If The Organization Has A Valid Contract For Telecommunications Services Until April 30, 2024, The Organization In Question Can Start Purchasing Telecommunications Services Based On This Procurement From May 1, 2024 At The Earliest. For The Purpose Of Electronic Notification Of The Procurement Decision, The Offer Asks For The Bidders Electronic Contact Information. Internet Connection, Lan Devices As A Service And Options Related To These. The Procurement Is Divided Into Three Sub-Areas On A Geographical Basis: A) H meenlinna Region B) Forssa Region C) Riihim ki Region Bidders Can Only Offer Services For One Or More Sub-Areas. All The Services Of The Request For Tender And Specification Of Requirements (Appendix 1) Must Be Offered For All Offered Areas. Separate Requirement Specifications And Price Attachments Must Be Filled Out For Each Offered Sub-Area. The Comparison And Procurement Decision Is Made Separately For Each Sub-Area. Alternative Offers Are Not Accepted. More Detailed Tender Requirements Can Be Found In Appendix 1 Of This Request For Tenders, Which States The Minimum And Quality Requirements For The Services Offered. The Method Of Procedure Is An Open Procedure Exceeding The Eu Threshold. The Tender Documents Are In Finnish And The Tender Must Be Given In Finnish. Validity Of The Offer And Grounds For Rejection The Offer Must Be Valid For Six (6) Months From The Last Possible Date Of Submission Of The Offer. The Procuring Entity Or Learnpoint Oy Will Not Pay Compensation For Making The Offer In Question. Pursuant To The Public Procurement Act, The Procuring Entity Has The Obligation To Reject Tenders That Are Incomplete, Contrary To The Tender Request, Or That Have Arrived Late. The Procuring Entity Reserves The Right To Reject All Offers, If The Offer Prices Are Clearly Higher Than The General Price Level Or The Offers Are Obviously Disadvantageous To The Procuring Entity. Use Of Subcontractors The Supplier Has The Right To Use Subcontractors In The Implementation. The Supplier Is Responsible For The Subcontractors Work, Operations And Quality To The Procurement Entity, And Any Complaints Regarding The Subcontractors Operations And Claims For Compensation Are Addressed To The Supplier By The Procurement Entity. The Supplier Selected In The Tender Must Inform The Procurement Unit Of The Subcontractors It Uses Before The Project Is Implemented. Publicity Of The Bids If The Tender Documents Contain Business Or Professional Secrets That The Tenderer Believes Should Be Kept Secret, The Tenderer Must Clearly Indicate In The Tender Documents The Extent To Which They Should Be Kept Secret In The Tenderers Opinion. The Total Prices Of The Offers Are Not Business Or Professional Secrets. If The Actual Tender Document Contains Business And Professional Secrets, Then A Public Version Must Also Be Submitted.Commissioning The Supplier Undertakes To Deliver All Services To The Customers Use By The End Of 2024 At The Latest.The Aim Is To Make The Procurement Decision In June 2023 And The Contract As Soon As Possible Thereafter. The Customer Contributes To The Realization Of The Delivery Schedule For His Part.
