The Object Of This Order Is Service Within The Meaning Of Art. 3, Para. 1, Item 3 Of The Plo Entitled: Organization And Conduct Of Training To Improve The Competencies Of Municipal Employees Under Project No. Bgenvironment-4.003-0013 Partnership For Adaptation To Climate Change, Contract No. D-33-55/23.11. 2021, No. Bgenvironment-4.003-0013-C01, Under The Environmental Protection And Climate Change Program, Financed By The Financial Mechanism Of The European Economic Area 2014-2021. The Main Activities Within The Scope Of This Order Include: A) Organizing And Conducting Training To Improve The Competencies Of 16 /In Short: Sixteen/ Employees From The Municipalities, Project Partners (9 From The Smolyan Municipality And 7 From The Other Municipalities), As Follows: Hotel Accommodation On The Territory Of The Town Of Smolyan For 2 /In Words: Two/ Nights (On 06.06.2023 And 07.06.2023) For 7 /In Words: Seven/ Persons (Two Employees From The Municipalities Of Svilengrad And Krushari And Three Employees From Municipality Of Asenovgrad), In Single Rooms, With Meals Included (Breakfast, Lunch And Dinner); Provision Of A Hall And Presentation Equipment For 2 /In Short: Two/ Full Days (06.07.2023 And 06.08.2023) During Which The Training Will Take Place; Preparation Of A Training Program; Providing A Lecturer/S For The Two Days Of The Training (On 06/07/2023 And 06/08/2023); Providing Educational Materials On Digital Media; Provision Of A Total Of 6 /In A Word: Six/ Coffee Breaks (Coffee, Tea, Water, Snacks, Sweets) For A Minimum Of 16 /In A Word: Sixteen/ Participants For 2 /In A Word: Two/ Full Days During Which The Training Will Take Place (On 07.06. 2023 And 08.06.2023). B) The Training Of Municipal Employees Aims To Improve Their Competences In The Following Areas: Monitoring, Analysis And Evaluation Of The Implementation Of Strategic Plans, Programs And Projects For Mitigation Or Adaptation To Climate Change; The Commitments And Role Of Municipalities In The Field Of Energy Efficiency And Adaptation To Climate Change; International And European Policies Regarding Environmental Protection And Climate Change; International And European Programs And Instruments For Financing Projects In The Field Of Environmental Protection And Climate Change; General Presentation Of Energy Efficiency And Res Measures; Energy Efficiency Survey - What Is Important In A Survey, Especially For Non-Specialists; Development Of Energy Communities And Their Contribution To The Green Transition - How The Local Government Can Support Their Activation And Functioning; Methods Of Effective Interaction With Citizens; Data Collection Methods; Data And Information Processing, For Data Analysis And Development Of Models For Future Changes In Climate And Water Resources. Good Practices From Other Municipalities In Bulgaria - For Example, For Investments In The Construction Of Capacities For Extracting Energy From Renewable Sources On Municipal Buildings. C) The Training Program Should Include A Module In Which The Norwegian Project Partners Will Present Good Practices From Norway, Etc.
