Nzdf Is Seeking To Procure A Commercial Off The Shelf (Cots) Solution And/Or Service To Ensure And Maintain Airworthiness, And Support Safe And Effective Aviation Operations. The Outcome Of The Procurement Is To Secure A Cots Solution And/Or Service To Deliver The Following: A. Maintain Safe Flying And Maintenance Operations Which Are Compliant With Defence Aviation Rules (Dar) Through Managing Resources To Ensure That Only Suitably Qualified And Experienced Personnel (Sqep) Are Employed In The Conduct And Support If Nzdf Aviation Activities; B. Improve Aviation Risk Management Through Better Situational Awareness Of Hazard And Risks To Military Air Operations; C. Improve Aviation Safety Occurance Reporting, And D. Improve Capability, Efficiencey And Safety By Incorporating Scheduling And Resource Allocation Into A Single Source. The Solution And/Or Service Must Cover The Following Elements: A. Flight Operations - Authorisations, Categorisations, Currencies, Competencies. B. Safety & Quality Management - In Areas Of Risk, Hazard And Reporting. C. Rostering & Scheduling - Passenger And Freight Manifesting For Nzdf Flights (Including Flight Schedule Information, Reservation, And Ticketing Functionality).
