The Proposed Additional Financing For Uttarakhand Integrated And Resilient Urban Development Project Will Help Improve (I) Water Supply In Eight Urban Local Bodies (Ulb), And (Ii) Sanitation Systems In Three Ulbs, Which Would Support The Government Of UttarakhandS Commitments To The National Atal Mission For Rejuvenation And Urban Transformation 2.0 Scheme By Expanding Integrated And Climate-Resilient Water Supply And Sanitation (Wss) Infrastructure And Services In Uttarakhand.1 The Proposed Additional Financing Will Extend AdbS Value Addition By (I) Expanding Water Supply Systems In Vikas Nagar And Haldwani Towns That Are Vulnerable To Climate Change And Where People Are Suffering From Unreliable And Insufficient Water Supply, And In Some Cases, Poor Quality; 1 The Government Of India Launched The Atal Mission For Rejuvenation And Urban Transformation 2.0 Scheme In October 2021 With The Target Of Providing Universal Coverage Of Water Supply With Functional Tap Connections To All Households In All The Statutory Towns In The Country And Coverage Of Sewerage/Septage Management In 500 Cities. (Ii) Demonstrating One City/Town One Operator Concept And Its Benefit For Creating/Improving Efficient And Effective City/Town-Wide Wss Systems In Vikas Nagar; (Iii) Enhancing The Private Sector Involvement And The Benefits Of High-Quality System Development And Operation Through Design, Build, And Operate (Dbo) Contract With A 18-Year Of Operation And Maintenance (O&M) For Rather Complex Works; (Iv) The Use Of Merit Point Criteria For A Technical Proposal Evaluation Of Those Dbo Bids Of Complex Works; And (Iv) Piloting Sustainable Procurement In All Dbo Contracts To Promote (A) Green Cement Recognized As Greenpro Certification By Confederation Of Indian Industry Indian Green Building Council, And (B) High Energy-Efficient Equipment (International Efficiency 4- Ie4) In Wss Sector.
