Tenders Are Invited For Review/Evaluation Of Cares Engagement In The Triple Nexus In The Sahel And Lake Chad The Sahelian Countries Of Niger, Burkina Faso, Mali And Chad, As Well As The Far North Of Cameroon And The North-East Of Nigeria, Face Several Complex And Multidimensional Crises (Effects Of Climate Change, Health Crisis Covid 19 , Armed Conflicts And The Effects Of The War In Ukraine), Which Further Deteriorate The Humanitarian Situation And Compromise The Development Efforts Of Countries And Partners. Since 2011, There Has Been A Deterioration In The Security And Humanitarian Situation In Several Regions, Characterized By The Proliferation Of Armed Groups And The Increase In The Number Of Victims And Displaced Persons. There Are Several Hotspots In The Tri-Border Area And In Chad As Well As Around Lake Chad. This Situation Has Led To Massive Population Movements (At The End Of May 2022, More Than 6.3 Million People Were Displaced In The Sahel, Including 2.4 Million People In The Central Sahel, More Than Half Of Whom Are Women And Children.This Represents A 40% Increase In A Single Year, And 56% In Burkina Faso, The Country With The Highest Number Of Displaced People In The Region, According To The Recently Released Hum Sahel Response Plan. Sahel Hno 2022), The Deterioration Of Social Cohesion In Some Countries And The Increase In Intercommunal And Resource Conflicts. To Meet These Challenges, The Countries Of The Region Have Relied On Several Old And New Sub-Regional Coordination Mechanisms (Liptako-Gourma Authority, Lake Chad Basin Commission, G5 Sahel, Cilss, Conseil Dentente, Ecowas, Uemoa) Whose Resources, Results And Responsibilities Are Limited. Moreover, These Regional Institutions Mainly Focus On Security And Political Solutions That Do Not Sufficiently Take Into Account The Humanitarian And Social Challenges Generated By These Crises. The Countries Of The Region Have Relied On Several Old And New Sub-Regional Coordination Mechanisms (Liptako-Gourma Authority, Lake Chad Basin Commission, G5 Sahel, Cilss, Council Of Understanding, Ecowas, Uemoa) Whose Resources , Results And Responsibilities Are Limited. In Response To This Situation, Marked By A Rapid And Continuous Increase In Needs Despite Limited Resources, The Humanitarian-Development-Peace (Hdp Or Triple Nexus) Approach Is A Relatively Recent Approach Resulting From The 2016 Istanbul Humanitarian Summit Which Is More Favored By Humanitarian And Development Actors, Donors And Governments In The Complex Contexts Of Sahelian Countries. Indeed, The Triple Nexus Approach Seeks To Leverage The Comparative And Complementary Advantages Of Each Of The Three Pillars (Humanitarian, Development, Peace) In A Specific Context To 1) Reduce Overall Vulnerability And Address Unmet Needs, 2) Address To The Root Causes Of Conflicts And 3) Identify The Risks Of Interventions In Order To Limit Their Negative Impact. It Is A Holistic, Integrated And Horizontal Approach That Takes Into Account Both The Immediate Humanitarian Needs And The Long-Term Development Needs Of The Affected Populations, While Integrating A New Dimension Of Peace/Social Cohesion. The Triple Nexus Approach Therefore Implies A Change Of Mindset For Humanitarian Actors In Terms Of Analysis, Programming And Funding, Recognizing That Those Most Affected By Poverty, Conflict And Humanitarian Crises Do Not Respond To Their Impacts, Or Do Not Suffer Them, In A Clearly Delimited Way. The Objective Is, Among Other Things, To Place Greater Emphasis On Prevention And Strengthening The Resilience Of The Population And Society To Respond To Shocks Caused By Epidemics, Droughts, Floods, Political Instability, Conflicts, Etc. It Is In This Context That Care Wishes To Take Stock Of Its Triple Nexus Commitment In The Countries Of The Sahel And Around Lake Chad. Tender Link :
