Experiments To Promote The Recognition Of Competence In Smes. With This Call For Tenders, The Ministry Of Labor And The Economy (Tem) Tenders Suppliers To Carry Out Experiments To Promote The Identification Of Skills In Smes. The Acquisition Is Related To The Work Of The Competence Identification Work Group Set Up By The Ministry Of Labor And The Ministry Of The Economy And The Ministry Of Education And Culture On June 24, 2021. The Term Of Office Of The Working Group Is 1 July 2021 31 December 2024. The Work Of The Competence Identification Working Group Is Part Of The Continuous Learning Reform Measures Financed By The Eus Recovery And Recovery Support Instrument (Rrf). The Competence Identification Working Group Published Its Interim Report On December 20, 2022 (Http://Urn.Fi/Urn:Isbn:9789523836419). The Interim Report Has Proposed Experiments On Innovative Skills Identification Methods Suitable For Smes And Testing Their Functionality In Practice. The Experiments To Be Procured Are Aimed At Smes And Their Personnel. The Aim Of The Experiments Is To Find Practices, Methods And Tools That Can Be Widely Used In The Daily Operations Of Smes To Help Identify The Skills Of The Personnel, I.E. To Detect, Articulate And Make Visible The Skills. Bidders Make A Description Of The Operating Model Of Competence Identification Proposed For The Trial In The Implementation Plan That Can Be Downloaded As An Attachment To The Bid. The Procurement Is Divided Into Two Sub-Areas Based On The Size Of The Companies That Are The Target Group Of The Experiments. Subarea 1: Experiments To Promote The Identification Of Competence In Smes, Where 520 People Work. In Sub-Area 1, The Experiment Must Be Carried Out In At Least Five Different Companies Belonging To The Target Group, Where At Least Five But No More Than 20 Employees Work. A Total Of At Least 50 People Must Participate In One Experiment. The Customer Has Set Aside A Maximum Of 50,000 Euros Per Experiment (Vat 0%) For The Implementation Of Experiments According To Subsection 1. Offers More Expensive Than This Will Be Excluded From The Competition. A Maximum Of Two Bidders Meeting The Minimum Requirements And Receiving The Most Points Will Be Selected From Sub-Area 1. Subarea 2: Experiments To Promote The Identification Of Skills In Smes, Where 21,249 People Work In Sub-Area 2, The Experiment Must Be Carried Out In At Least Five Different Companies Belonging To The Target Group, Where 21,249 People Work. In Total, At Least 100 People Must Participate In The Experiment. The Customer Has Reserved A Maximum Of 100,000 Euros (Vat 0%) For The Implementation Of The Experiment According To Subsection 2. Offers More Expensive Than This Will Be Excluded From The Competition. One Bidder Meeting The Minimum Requirements And With The Most Points Will Be Selected From Sub-Area 2. The Bidder Can Submit A Maximum Of One Bid In Either Sub-Area. The Comparison Criteria For The Offers In Sub-Area 1 And Sub-Area 2 Are The Same And Are Described In Appendix 2. The Background Of The Procurement, Description Of The Procurement Object, Goals And Reporting Requirements Are Presented In Appendix 1. The Planned Implementation Period Of The Experiments Is Estimated To Be Around 1 June 2023 To 31 August 2024. Bidders Propose A Schedule Suitable For The Experiment They Offer With An Implementation Plan Attached To The Bid. The Offer Is Submitted And The Experiment Is Reported In Finnish. The Offer Can Be Submitted By One Entity, A Group (In Which Case The Entities Together Form The Provider And Are Responsible For Providing The Service) Or By Using Subcontracting. The Value Of The Procurement Exceeds The Eu Threshold Value According To Section 26 Of The Procurement Act. The Procurement Follows The Law On Public Procurement And Concessions (1397/2016, Hereinafter The Procurement Act). The Estimated Total Value Of The Acquisition Is 200,000 Euros (Without Vat) And It Is Divided Into Two Sub-Areas As Described Above.
