In The Context Of The Government Of EgyptS Commitment To Private Sector-Led Growth, And As Part Of The Announced Egypt Vision 2030 And The National Structural Reform Program, The Ministry Of Trade And Industry (Moti) Is Leading A Government-Wide Effort To Develop A New Industrial Development And Trade Enhancement Strategy (Idtes). The Idtes Aims To Help Egypt Achieve Its Ambitious Targets Of Increasing Goods Exports To Usd 100 Billion Per Annum From Usd 50 Billion Over The Next Five Years; And To Increase The Share Of Manufacturing Value Added As A Percentage Of Gdp To 20 Percent. The Idtes Is Further Expected To Support Egypt With Meeting The Industrial Decarbonization Targets Set As Part Of Its Ndc, And To Position Egyptian Industry To Compete Effectively In An Increasingly Climate Conscious Global Trading Environment.The Government Of Egypt Has Requested The World BankS Support To Develop The Industrial Development And Trade Enhancement Strategy For The Arab Republic Of Egypt.The Strategy Will Cover Five Result Areas Critical To Improving The Growth Of Manufacturing And Exports: (1) A Business Enabling Environment; (2) Timely And Efficient Access To Input And Output Markets; (3) Access To Well-Connected And Serviced Land; (4) Access To Skills, Technology And Data; And (5) Access To Finance. The Strategy Will Culminate In The Articulation Of An Implementation Roadmap (Implementation Matrix) With Clear Roles, Responsibilities And Performance Metric For Progress In Each Of The Result Areas, As Well As The Establishment Of A Competitiveness Delivery Team, Which Will Support The Strategy Implementation. The Strategy Development Process Is Divided In Two Phases. Phase 1 Takes Place From February To April 2023, While Phase 2 Takes Place From May -September 2023. For Phase 1, The Wb Uses In-House Wbg Expertise To Develop A High-Level Strategy Document. The Purpose Of The Consultancy Assignment (Phase 2 Of The Strategy Development) Is To Build On The Phase 1 Deliverable (Which Will Be Shared In Full With The Competitively Recruited Firm), To Fill Knowledge Gaps On The Cross-Cutting Result Areas Outlined Above, While Also Conducting In-Depth Analysis Of A Set Of Representative Sectors In Order To Help Prioritize/Specify/Motivate Reforms In Each Result Area.
