Kosovo Is The Youngest Country In The Western Balkans But Has Low Rates Of Labor Force Participation, Particularly Among Women. The Lack Of Childcare Services Is Among The Key Factors Preventing Greater Female Labor Force Participation. Kosovo Has Both Public And Private Childcare Services, But The Supply Is Limited, The Quality Highly Variable, And The Provision Of Private Childcare Services Remains Poorly Monitored And Regulated And Is Often Informal. The Quality Of Ece In Kosovo May Be A Factor Of Later Foundational Literacy And Learning Poverty Of Students As They Show Low Results In International Assessments In Primary School.The Government Of Kosovo Is Committed To Increasing Access, Coordination, And Quality Improvement For Ecd Under The National Development Strategy 2030 And Is Also Finalizing The New Law On Ecd. The Government Recently Requested A Wb Project To Support Major Components Of The Strategy. The Proposed Activity Will Inform Bylaws On Ecd Service Coordination As Well As The Design Of The Upcoming Operation.Assessment Of Actual And Potential Size Of The Childcare Economy, Including Workforce Size, Skills And Type Of Childcare Provided. The Assessment Using Available Information Will Attempt To Identify The Current Size, Profile, And Skills Of People Active In The Formal Childcare Economy. It Will Then Assess Training And Workforce Size Requirements If Existing Childcare Needs Were To Be Met, And The Cost Of Training To Provide Workers With Adequate Skills. The Assessment May Also Describe How Training Is Currently Provided And Which Reform May Be Needed To Expand Training And Improve Its Quality. The Objective Of The Assignment:The Overall Aim Of The Assignment Is To Unlock The Market For Private Ecd Services In Kosovo And Identify Investment Opportunities To Expand Ecd Services.
