Bidding Will Be Conducted Through The E-Procurement System On The Government Of Mauritius E-Procurement System (E-Ps) Using The Open International Bidding Method With Single Submission Two Envelopes Workflow And Is Open To All Eligible Bidders That Meet The Following Minimum Qualification Criteria: · For Financial Viability, The Bidder Will Have To Submit The Following Documents: · Certificate From Auditor · Copies Of Audited Financial Statements Of The Company For The Past Five Years. · Have Successfully Implemented At Least Two (2) Comparable Projects In The Last Ten (10) Years I.E. Successfully Completed Projects Involving The Implementation Of The Project Including Software Application Design, Development, Operations & Maintenance (O&M) For Information Systems Of Similar Functional And Technical Characteristics Of Comparable Scale. · Provide Two (2) Corresponding Testimonial/Work Orders From Customers As Evidence Of Satisfactory Performance. In Case Of Non-Submission Of Testimonials/Work Orders, Reference Sites May Not Be Considered. Incomplete Or Non-Submission Will Entail Rejection Of Proposal. · In Case Of Joint Venture, Bidders Shall Submit Joint Venture (Jv) Agreement Which Will Cover The Whole Duration Of The Project And Power Of Attorney In Favour Of The Lead Bidder Clearly Mentioning Their Association And Stake For The Project And Nominating The Lead Bidder To Participate In The Bid. The Same Shall Be Signed By The Authorized Signatory Of All The Jv Members.
