Tenders Are Invited For Digital Tools For Supply Chain Mapping And Analytics Close Date & Time: 10-Mar-2023 3:00 Pm (Act Local Time) Atm Type: Request For Tender Timeframe For Delivery: The Anticipated Term Of The Contract Is 3 April 2023 30 June 2025. The Contract Contains An Option To Extend The Anticipated Term For A Further 24 Months To 30 June 2027, Pending The Agreement Of Both Parties. Description: OscrS Analytical Capability Has Extended The Methods Piloted By The Productivity Commission In Its Vulnerable Supply Chains Report. We Are Now Seeking To Complement Our Existing Capability With A Data Driven Supply Chain Tool That Can Be Used To Map Multi-Tiered Supply Chains Critical To AustraliaS National Security, Economic Stability And Health And Well-Being. The Successful TendererS Solution Will Draw Upon Private And/Or Open-Source Data Sets To Support Live And Ongoing Monitoring Of Supply Chains Critical To AustraliaS National Interest. The Solution Will Provide The Department With Access To Digital Tools That Enable: (A) N-Tier Visibility Of Supply Chains Of Key Products And/Or Businesses Critical To AustraliaS National Interest, Bids Will Be Assessed Based The Number Of Products, Businesses, And Supply Chain Tiers Covered By Their Solution. (B) Rapid Mapping/Modelling And/Or Visualisation Of These Supply Chains, And (C) Detection Of Emerging Supply Chain Vulnerabilities Earlier Than Is Otherwise Possible Through The Analysis Of International Trade Statistics. Conditions For Participation: The Tenderer And Any Subcontractors Proposed In Its Tender Must Not Be Insolvent, Bankrupt, In Liquidation, Or Under Administration Or Receivership As At The Closing Time. The Tenderer And Any Subcontractors Proposed In The Tender Must Not Be Named As Non-Compliant With The Workplace Gender Equality Act 2012 (Cth) By The Workplace Gender Equality Agency As At The Closing Time. The Service Must Be Accessible By Standard Web-Based Protocols And Provide Ability To Download Using Standard Web-Based Protocols. The Service Must Comply With All Australian Privacy Legislation And Regulations. The Service Must Have A Logging And Monitoring Capability Configured That Will Detect Potential Cyber Security Events. The Service Must Detect And Communicate Potential Cyber Security Events In A Timely Manner Consistent With Industry Best-Practice. The Service Provider Must Have A Plan And Supporting Processes In Place That Clearly Defines The Response (Including Notification To The Department), Escalation, Roles And Responsibilities In The Event Of A Cybersecurity Event Affecting The Service. The Service Must Employ Cyber Security Mitigation Strategies So That It Operates Consistently With The Essential 8 Maturity Model At Level 2 (See: ) The Service Must Protect The DepartmentS Information And Data (Including The DepartmentS CustomerS Information And Data) In Accordance With Australian Government Standards And Industry Best Practice, In Particular The Information Security Manual (Ism) See: . Other Practices And Standards May Apply Dependent On The Nature Of The Service. Personnel Involved In The Management And Support Of The System Must Have The Appropriate Qualifications And/Or Experience Relevant To Their Role. Australian Government Security Clearances May Be Required Dependent Upon The Nature And Classification Of The Service. Administration Accounts Of The Solution Are Integrated With Multifactor Authentication (Mfa) Access To The System, Information And Data Is Restricted To Only Those With A Valid Need-To-Know And/Or Need-To-Access Which Is Validated Prior To Being Granted Access And Immediately Removed Where The Need No Longer Exists The Service Provider Must Be Prepared To Accept The Contractual Security Requirements Set Out In The Ism When Executing A Contract With The Department, See: Provide Training, Guidance And Documentation Relevant To The Departments Use And Management Of The Solution.
