Task Entitled: Reconstruction And Extension Of The Mechanical And Biological Sewage Treatment Plant With Accompanying Infrastructure In The Town Of Lipinki Łużyckie Located On Plot No. 13/15, In The Design And Build Formula On Plots: 13/15 - Sewage Treatment Plant 13/23 - Access By Communal Road 13/28 - Sewage Discharge Point 13/29 - Biological Pond Within The Area Of 0006 Lipinki Łużyckie, In The District Of Żary, Lubuskie Voivodeship. The Contractor Shall Develop And Approve At The Employers And Authorized Administrative Bodies Complete Contractors Documents, Including: 1) Updating The Map For Design Purposes To The Extent And Scale Necessary, Paper And Electronic Version. 2) The Final Program And Spatial Concept Before Proceeding With The Development Of The Construction Design (Including The Technological Concept). 3) A Multi-Sector Construction Project Developed In Accordance With The Provisions Of The Construction Law, Including: Land Development Design, Architectural And Construction Design, Safety And Health Information, Obtaining A Decision On The Location Of A Public Purpose, Obtaining A Decision On Environmental Conditions, Agreeing Of The Design Documentation Reconciliation Team, Approval Of The State Poviat Sanitary Inspector, Approval Of The Poviat Conservator Of Monuments, Obtaining Approval Of The Fire Safety Expert, Approval Of Water Companies, Approval Of Polish Waters, Obtaining Of The Water And Legal Permit Decision, Approval Of Experts For Health And Safety, Fire Protection And Sanitary, Decision To Fell Trees And Shrubs, Other Arrangements Required By Law, The Contractor Will Be Obliged To Obtain A Final And Valid Decision On The Building Permit. 4) Technical (Executive) Design For The Purposes Of The Investment, Developed In Accordance With The Requirements Of The Regulation On The Detailed Scope And Form Of Design Documentation. 5) Works Organization Project. 6) Safety And Health Protection Plan. 7) Commissioning Project. 8) Geological And Engineering Documentation Along With Obtaining The Required Consents (Documentation Required Due To Poor Ground Conditions), And Post-Implementation Documents Including: Inter-Unit Water, Sewage And Power Lines. 10) Operating Instructions For The Sewage Treatment Plant. 11) Technical And Operating Documentation Of All Devices Separately. 12) Workplace Instructions And Ohs And Fire Safety Instructions. 13) Fire Safety Instructions. 14) Commissioning Report, In Which The Contractor Will Present The Results To The Extent That Allows Checking The Technological Parameters Achieved By Him And The Final Effect Of The Investment. 15) Boot Log - Kept During Boot. 16) Staff Training Documents. 17) Inspection And Test Reports And Other Documents Required By Regulations And Conditions For Obtaining The Final Occupancy Permit. 18) Permission To Use. The Documentation Will Be Provided By The Contractor According To The Following Schedule: 1) Final Program, Spatial And Technological Concept. 2) Multi-Discipline Construction Design With Obtaining The Final Building Permit Decision - 14 Months From The Date Of Signing The Contract. 3) As-Built Projects. 4) Start-Up Project - 1 Month Before Start-Up. Stage 2. Construction Works. The Sewage Treatment Plant Should Be A Block Engineering Facility In Order To Limit The Building Area. Technological Tanks Of The Sewage Treatment Plant, Such As The Reactor Tank, Sediment Tank, Etc. Should Be Made Of Corrosion-Resistant Concrete. For Hydraulic Reasons, They Should Be Round, Which Reduces The Operating Costs Of The Facility. The Biological Reactor Should Be Located In The Immediate Vicinity Of The Technical Building No More Than 2.5 M And Should Be Connected By A Technological Channel, Which Will Also Serve As An Entrance Bridge To The Reactor. The Biological Reactor Should Be Covered With A Slope Acting As Thermal Insulation. The Technical Building Should Be Constructed Using The Traditional Method And Meet The Requirements Specified In The Decision On The Location Of The Public Purpose Investment. The Building Should Have Separate Rooms For The Service Of The Treatment Plant, Dirty Changing Room, Clean Changing Room Together With Social Facilities. The Mezzanine Of The Technical Building Should Also Be Used To Locate Technological Equipment. The Location Of The Blower Room Should Make It Possible To Use The Heat Produced By The Working Blowers To Heat The Technological Room. All Basic Technological Devices Together With Technological Fittings Should Be Located In The Technical Building In Order To Eliminate The Impact Of The Treatment Plant On The Environment And Allow Easy Access For Service. The Excess Sludge Tank Should Be Located Near The Reactor And The Technical Building, Elevated Above The Treatment Plant Area, Covered With A Slope, The Excess Sludge Inflow Should Be Gravitational. The Following Works Are Planned To Be Carried Out: 1) Technology - Technological Equipment Of The Basic Elements Of The Treatment Plant: 1. Sewage And Sludge Catchment Point A) Solid Waste Separator With A Quick Coupler For Wastewater Collection B) Measuring The Flow Of Incoming Sewage C) Recording Module With Data Printout 2. Tank A) Aeration/Mixing System B) Batch Dosing Of Sewage 3. Main Pumping Station A) Submersible Pump Station 4. Mechanical Pre-Treatment Of Sewage A) Hook Grate B) Washer C) Screenings Screw Conveyor D) Horizontal Sand Trap (Technical Building On 5. Biological Treatment A) Selector - Hypoxic Conditions Used For The Process, Thanks To Which The Dehydrated Sludge Has Much Better Sedimentation Parameters B) Denitrification/Nitrification Chamber C) Vertical Secondary Settling Tank - Separation Of Sludge From Sewage 6. Blower Room A) Blower Station B ) Air Distribution System 7. Measurement Of The Amount Of Sewage A) Electromagnetic Flow Meter 8. Sludge Tank A) Aeration System B) Excess Sludge Thickening System 9. Mechanical Excess Sludge Dewatering A) Sludge Pump B) Screw-Plate Press C) Flocculant Preparation And Dosing Station D) Sludge Screw Conveyor 10. Station Dehydrated Sludge Liming A) Liming Set B) Lime Screw Conveyor 2) Architecture And Construction - Construction Of The Above-Mentioned Facilities (According To The Scheme And Pzt) 1. Bioreactor (The Design Should Provide For A Second Spare Bioreactor For Future Expansion), 2. Building Technical Part With A Technical And Technological Part (Blower Station, Sludge Dewatering Station) And A Social Part 3. Sludge Tank 4. Sewage Pumping Station 5. Incoming Sewage Averaging Tank 6. Measuring Well 7. Inlet Tray And Sewage Separator 8. Incoming Sewage Collection Station 9. Shed For Power Generator 10. Shed For Dehydrated Sludge 11. Averaging Tank For Delivered Sludge 3) Construction Of Water Supply Network With Connections, 4) Construction Of Inter-Facility Sanitary Sewage System And An Outlet To The Treated Sewage Receiver (A New Prefabricated Outlet Should Be Built). As Part Of The Task, New Sanitary Sewage Networks Should Be Built, Including The Section From The Outlet To The S15 Well Pond. 5) Construction Of Power Supply, I.E. Wlz From The Cable-Measurement Connector Built By The Network Operator To The Set Of Power Boards, Power Cable Line In The Treatment Plant Of The Lighting Cable Line And Delivery And Assembly Of A Power Generator, 6) Construction Of Control And Signaling Power Grids, 7) Construction Measurement And Automation System, 8) Construction Of Roads And Squares On The Premises Of The Treatment Plant, 9) Technological Start-Up Of The Treatment Plant, 10) Construction Of A Cctv Telemission Installation (At Least 4 Cameras) 11) Cutting Down Of Trees And Bushes, 12) Obtaining An Occupancy Permit, 13) Works Demolition. As Part Of The Task, Demolition Of All Facilities Of The Old Sewage Treatment Plant Should Be Carried Out. The Objects Were Inventoried As Part Of The Study: Inventory Of The Lipinki Łużyckie Sewage Treatment Plant All Objects Of The Sewage Treatment Plant (Except Road Slabs) Are To Be Dismantled And Disposed Of By The Contractor Within The Contract Price. Before Submitting An Offer By A Potential Contractor, The Employer Recommends Carrying Out A Site Visit Of The Future Construction Site And Its Surroundings In Order To Additionally (Above The Information Contained In The Fup) Estimate, On Its Own Responsibility, The Cost And Risk, As Well As Any Data That May Be Necessary To Perform The Subject Of The Contract And Its Valuation From The Point Of View Of The Contractor. Note: New Facilities Are Planned To Be Built In Place Of The Existing Facilities Of The Sewage Treatment Plant, Therefore The Contractor Will Be Obliged To Provide A Temporary Sewage Treatment Plant For The Duration Of The Works.3. Training. Riots. The Contractor Shall Train The Employers Staff, Start-Up The Equipment And Start-Up The Entire Treatment Plant. 4. The Final Effect Of The Investment - List Of Guarantees The Final Effect Of The Investment Is To Be: A) Construction Of Facilities With Minimum Requirements Included In The Functional And Utility Program, B) Obtaining And Maintaining The Required Composition Of Treated Sewage, C) Obtaining An Occupancy Permit.
