Tenders are invited for Emergency Partial Repairs On Poviat Roads In The Piła Poviat In 2023

1. The Subject Of The Order Is The Task Entitled Emergency Partial Repairs On Poviat Roads Of The Piła Poviat In 2023.2. The Subject Of The Contract Includes Works Related To The Ongoing Maintenance Of The District Road Network In Nine Communes In The Pila District, Including Rural Roads And Municipal Roads. The First Repairs Of The So-Called Emergency Repairs Of Losses On All Poviat Roads After The Winter Period Should Be Carried Out Within 3 Weeks Of The Occurrence Of Favorable Weather Conditions, But Not Later Than By The End Of April 2023. Other Repairs Will Be Ordered On An Ongoing Basis, If Necessary.4. The Subject Of The Contract Includes The Repair Of A Defect In The Bituminous Surface With An Average Thickness Of 5 Cm Using Mineral-Bitumen Mass Using The Hot Method From A Recycler Or A Thermos Flask, Along With Cutting And Demolition Of The Damaged Surface And Sealing The Cut Places (In Accordance With Sst). The Performance Of The Above-Mentioned Works Is Also Associated With Tidying Up The Area On Which They Were Performed.5. The Works Covered By The Subject Of The Order Must Be Performed In Accordance With Appendix No. 4 To The Swz (Which Constitutes The Detailed Scope Of The Works Performed) In Accordance With The Construction Law Act, The Requirements Of Modern Technical Knowledge.6. The Works Being The Subject Of The Contract Will Be Performed Each Time On An Order As Needed. The Expected Scope Of Works Is Specified In Appendix No. 1 To The Swz - The Offer Form. The Quantities Indicated In The Offer Form Are Estimates And Are Used Only To Calculate The Price Of The Offer, Compare The Submitted Offers And Select The Contractor.7. All Works Being The Subject Of The Order Will Be Performed In Consultation With The Poviat Road Administration, On The Basis Of Written Orders Issued By The Director Of The Poviat Road Administration In Piła Or An Authorized Employee, In Which Each Time The Place Of Performance Of The Works, Their Scope And Date Of Implementation Will Be Indicated. The Basis For Their Settlement Of Works Will Be The Gross Unit Prices Specified In The Contract.8. If The Poviat Road Administration In Piła Reports A Defect In The Road Surface That Threatens Road Safety, The Contractor Is Obliged To Immediately Secure The Dangerous Place.9. In Emergency Situations, In The Case Of Reporting A State Of Emergency In Road Safety, Verbal Orders Are Allowed, Which Must Be Immediately Confirmed In Writing.10. In The Case Referred To In Point 3.8. Swz, The Contractor Is Obliged Immediately, No Later Than 24 Hours From The Moment Of Reporting To Secure The Place Posing A Danger, And Within 7 Days From The Moment Of Notification To Perform Repair Works.11. The Contractor Is Obliged To Keep A Measurement Book In Which The Contractor Will Keep A Detailed Measurement Of The Works. The Measurement Unit Is M2 Of The Completed Partial Renovation, As Measured In The Field. 12. The Scope Of Works Specified In Each Order Is Subject To Protocol Acceptance. The Readiness To Accept The Completed Works Should Be Reported To The Poviat Road Administration In Piła In Writing By Submitting A Measurement Book By The Contractor, Including The Type Of Performed Works And Their Measurements. The Basis For Remuneration Will Be Gross Unit Prices Specified In The Contract. The Measurement Is Each Time Subject To Approval By The Committee. The Acceptance Of The Completed Works Will Be Carried Out By The Commission Within 14 Days From The Date Of Notification Of Readiness For Acceptance By The Contractor. 13. The Contractor Is Obliged To Maintain Public Traffic On The Roads During The Performance Of The Works Covered By The Order.14. The Contractor Should Have Vertical Signs And Other Safety Devices For The Duration Of The Works In Order To Mark The Works Covered By The Order In Accordance With The Regulations. The Cost Of Securing Signs And Devices, As Well As Their Disassembly, Should Be Included In The Price Of The Offer.15. During The Performance Of The Contract, The Contractor Is Obliged To Apply All The Requirements Set Out In The Provisions On Environmental Protection.16. Comments Submitted By The Director Or An Authorized Employee Of The Poviat Road Administration In Piła Regarding The Quality Of The Works Performed Should Be Removed On An Ongoing Basis, However, Not Later Than Within 14 Days From The Date Of Notification.17. The Contracting Authority Specifies The Requirements Referred To In Art. 95 Of The Public Procurement Law. The Ordering Party, Pursuant To Art. 95 Of The Public Procurement Law Requires The Contractor Or Subcontractor To Employ, On The Basis Of An Employment Relationship, Persons Performing The Following Activities In The Scope Of Contract Performance: Persons Performing Road Works, Including Operation Of Equipment Intended For Partial Repairs. The Above Requirements And Sanctions For Failure To Meet These Requirements Are Specified In Appendix No. 5 To The Tor - Draft Provisions Of The Public Procurement Contract, Which Will Be Included In The Content Of This Contract.18. The Ordering Party Does Not Provide For The Award Of Contracts Referred To In Art. 214 Sec. 1 Point 7 Of The Pzp.19. The Contracting Authority Does Not Require The Contractor To Carry Out A Site Visit.20. The Purchaser Does Not Allow Partial Submissions. Dividing The Contract Would Result In Excessive Technical Difficulties And Excessive Costs Of Contract Performance, And The Need To Coordinate The Activities Of Various Contractors Performing Individual Parts Of The Contract Could Seriously Jeopardize The Proper Performance Of The Contract. The Order Is Coherent And Territorially Limited, There Are No Technical, Teleological And Organizational Reasons That Would Condition The Further Division Of This Order Into Separate Parts, As There Is One Specific Scope Of Works.
