Publication Date: 19-Jan-2023 Expression Of Interest Deadline: 07-Feb-2023 The World Bank Intends To Support The Proposed Cleaning And Greening Kosova Project To Finance (A) Technical Assistance Activities For Policy, Institution And Capacity Development For Contaminated Land Management, And (B) Investments In Demonstrations Of Contaminated Land Remediation And Redevelopment. The Project Aims To Showcase How Contaminated Land Should Be Managed Following International Good Practices On Sustainable Risk-Based Land Management (Srblm) At Selected Sites. Two Of These Sites Are Artana (An Active Lead / Zinc Mine Site, Former Flotation Plant And Mine Tailings) And Hani I Elezit (Riverside Area Of A Town Impacted By Inappropriate Disposal Of Asbestos And Asbestos Cement Wastes). 1. Develop A Shortlist Of Feasible Re-Use Options For Each Site And Present Them As Plans For Their Redevelopment. The Plans Should Highlight The Location Of Areas For Built-Up Vs. Nature-Based Redevelopment. Agree On The Plans With The World Bank Team, Key Stakeholders, With Supporting Public Consultation. 2. Provide An Initial Qualitative Risk Assessments And Remediation Option Selection For Each Site On The Basis Of Appropriate Site Investigation And Show All Findings In A Conceptual Site Model For Each Site That Takes Into Account Each Sites Potential Future Use. Remediation Options Appraisal Should Also Include Low Input Remediation, Including Nature-Based Strategies, And Opportunities For Materials Recovery. 3. In Consultation With Key Stakeholders, Provide For Each Site A Comparative Sustainability Assessment Of The Feasible Re-Use Options For Each Site And Their Consequent Remediation And Redevelopment Requirements, Considering Key Environmental, Economic And Social Factors, Using Methodology In Line With Iso 18504:2017. On This Basis, Suggest A Favored And Back Up Re-Use And Remediation Strategy For Each Site To Be Agreed By The World Bank. 4. Provide Quantitative Risk Assessment For Each Site Considering Their Favored And Back-Up Future Use Scenarios Based On An Appropriate Level Of Detailed Site Investigation, With Reference To Well Established International Norms And Kosovos Own Norms. Provide A Suitably Revised Conceptual Site Models For Each Site. 5. Provide Detailed Remediation And Re-Use Strategies For Each Of The Two Sites, Supported By An Assessment Of Their Likely (A) Technical Performance In Delivering Suitable Risk Management, (B) Economic Costs And Benefits, (C) Overall Sustainability Performance On An Ex-Ante Basis. Provide Suitably Updated Masterplans Across The Area Of Each Site. The Level Of Detail Provided Should Be Sufficient To Provide The Basis For Preparation Of Procurement Documentation For The Remediation Required. Tender Link :
