Coordinate Adaptation Interventions In Identified High Vulnerability Health Care Facilities In Central And Eastern Divisions, Fiji Deadline: 19-Jan-2023 23:59 (Gmt 8.00) Beijing, Perth, Singapore, Hong Kong Background The Climate-Resilient And Environmentally Sustainable Health Care Facilities (Creschf) Guidelines Were Developed Through Collaboration Between Who Dps And The Fiji Mohms To Assist All Stakeholders In The Health Sector To Incorporate Climate Resilience And Environmental Sustainability Into Health Care Projects. The Implementation Of The Creschf Guidelines Is Guided By The Standard Operating Procedure For Implementation (Sop-I) Which Is Annexed In The Guidelines. According To The Creshcf Implementation Plan (Ip), All Hcf In Fiji Are Required To Undergo The Creshcf Assessment. To Prioritize The Assessment Of Hcf Based On Their Vulnerabilities To Climate Hazards, It Was Suggested That The Climate Hazard And Vulnerability Assessment (Chva) Be Used As The Main Criteria For Hcf Selection. The Seven Domains Of Assessment Used For Chva Include: (1) Risks And Vulnerabilities, (2) Climate Hazards And Vulnerabilities Of The Hcfs, (3) Environmental Issues, (4) Social Issues In The Communities, (5) Health Issues, (6) Infrastructural Safety Of The Hcfs, And (7) Non-Infrastructural Safety. Vulnerability In These Domains Is Determined By Examining Factors Such As Exposure, Sensitivity, And Adaptive Capacity. The Creshcf Guidelines Used Four Interventions, Namely Interventions 1 - Health Workforce, Interventions 2 - Wash & Health Care Waste Management, Interventions 3 Energy And Interventions 4 Infrastructure, Technology, And Products. The Chva Report Indicates That Out Of The Health Care Facilities Assessed, 65 Hcfs Were Classified As High Vulnerability.A Set Of Criteria Has Been Developed To Choose 10 Hcfs As Intervention Sites For The Central And Eastern Divisions (5 Hcfs Per Division). Each Hcf Will Have Interventions Targeting The Following Key Areas Of A Climate Resilient Hcf: Key Areas - Example Of Proposed Interventions 1. Health Workforce - Capacity Development And Empowerment To Ensure Environmentally Sustainable Actions. 2. Water, Sanitation And Hygiene (Wash) And Health Care Waste Management - Rainwater Harvesting Facility, Toilets And Hand-Washing Facilities, Installation Of Domestic Desalination Plants, Improvement In Water Source/Supply, Non-Burn Waste Management Technology, Etc. 3. Energy - Renewable Energy, Solar Energy, Etc. 4. Infrastructure, Technologies, Products And Processes - Retrofitting, Renovation, Adopting And Procuring Low Environmental Impact Technologies And Products, Etc. This Consultancy Will Analyse The Recommendations For The Selected Hcfs Through A Scoping Exercise And Develop A Concept Proposal For The Required Interventions. The Scope Of Work Aims To Directly Support Fiji To Fulfil Its Commitment To Building A Health System That Is Resilient To The Impacts Of Climate Change And To Be Environmentally Sustainable With A Low Carbon Footprint. Purpose/Specific Objective Of The Activity In Collaboration With The Pacific Climate Change And Environment (Pce) Team, Who Division Of Pacific Technical Support (Dps) Office And The Ministry Of Health & Medical Services (Mohms), The Consultant Will Coordinate Adaptation Interventions For The Identified High-Vulnerability Health Care Facilities (Hcfs) In Central And Eastern Divisions In Fiji To Make Them Climate Resilient. Planned Timelines Start Date: 06/02/2023 End Date: 17/03/2023 Work To Be Performed Under The Supervision Of The Pce Team Coordinator Based In The Who Office, Suva, And The Climate Change And Health Officer Based At The Mohms, Suva, The Consultant Will Carry Out The Following Activities (Reference To The Guide Includes All Annexes): The Consultant Prepares A Workplan For The Follow-Up Assessments (Creshcf), The Scoping Works And The Preparation And Submission Of Reports. Conducts Scoping Of The Ten Selected Hcfs In The Central And Eastern Divisions. Submit Weekly Progressive Reports. Prepares The Scope Of Work Required For The Ten Hcfs In The Central And Eastern Divisions. Prepares A Concept Note With A Budget Supported By Quotations From Reputable Vendors For The Adaptation Interventions At The Ten Hcfs In The Central And Eastern Divisions. Submits A Consultancy Report With The Concept Note For The Adaptation Works At The Ten Hcfs In Central And Eastern Divisions. Output/S Output 1: The Workplan For The Activities To Be Carried Out Under This Tor. Deliverable 1.1: The Workplan For The Follow-Up Assessments (Creshcf), The Scoping Works, And The Preparation And Submission Of The Concept Note And Reports. Output 2: Conducted Follow-Up Assessments (Creshcf) And The Scoping Works. Deliverable 2.1: Conducted Follow-Up Assessments (Creshcf) Of The Ten Hcfs In The Central And Eastern Divisions Deliverable 2.2: Conducted The Scoping Works And Preparation Of The Budget For The Ten Hcfs In The Central And Eastern Divisions. Deliverable 2.3: Submitted Weekly Updates. Output 3: Concept Note And Outcome Report. Deliverable 3.1: Concept Note For The Adaptation Measures For The Ten Hcfs In The Central And Eastern Divisions: Concept Note Requires The Scope Of Work, Bill Of Quantity And Quotations From 3 Reputable Vendors. Deliverable 3.2: Consultancy Report. Technical Supervision The Consultant Will Work Under The Supervision Of: Responsible Officer: Kelera Oli, Ssa Climate Change And Health (Fiji), Dps, Pce Manager: Dr Nuha Mahmoud, Oic, Dps/Pce; Dr Jemesa Tudravu, Chief Medical Advisor, Mohms Qualifications And Experience Essential Experience And Expertise In Construction Works And Estimation Of Materials And Labour. Proven Experience As A Contractor Delivering Construction, Water, Sanitation, Hygiene, Waste Management, Energy And Infrastructure Works In Health Care Facilities Or Other Government Institutions. Desirable Degree In Engineering, Energy And/Or Infrastructure. Skills / Technical Skills And Knowledge Specific Technical Knowledge Of Eia Or Ehia And Skills In Climate Change Adaptation And Mitigation Planning And Implementation. Knowledge Of Solar Energy And Plumbing Works Preferred. Language Expert Level Of Written And Spoken English Is Required. Competencies Culturally Sensitive; Team Worker; Communicating In A Credible And Effective Way; And Producing Results. Additional Information Place Of Assignment The Consultant Is Expected To Travel From Suva To Different Locations In Central And Eastern Divisions In Fiji Assessing Hcfs For The Proposed Interventions. The Person Will Work With The Ministry Of Health And Medical Services Asset Management Unit (Amu) And Will Also Consult With The Pacific Climate Change And Environment Team (Pce) In The Who Division Of Pacific Technical Support Office In Suva, Fiji. Medical Clearance The Selected Consultant Will Not Be Expected To Provide A Medical Certificate Of Fitness For Work. Travel The Consultant Is Expected To Travel To The Selected Hcf Locations In The Central And Eastern Divisions, Fiji.
