Request For Proposals Are Invited For Establishment Of A Frame Agreement For The Provision Of Third-Party Monitoring Services For Two Years For Unhcr Projects In Iraq. Deadline: 17-Jan-2023 23:59 (Gmt 3.00) Baghdad, Riyadh, Moscow, St. Petersburg Scope Of Works: Unhcr Is Seeking To Acquire The Services Of A Reputable Private Sector Consulting Company (The Third-Party Entity) With Requisite Project Management (Engineering And Construction) Experience And Expertise To Undertake Monitoring Of The Above Projects Implemented Through Unhcr Partners And Contractors To Ensure That Works Are Carried Out In Accordance With: The Guidance And Strategy Documents Are Referred To Above. UnhcrS Partnership Agreement(S) With Its Partner(S). Contracts With Construction Companies. Due To The Fluid And Constantly Shifting Operational Context, The Scope Of Engagement For Each Project May Vary And Will Be Agreed On A Case-By-Case Basis. Accordingly, Payment For The Contract Will Be For Services Rendered Pursuant To The Statement Of Works Below. Accordingly, The Third Part Entity Must Have The Capacity To Monitor All UnhcrS Technical Projects Across All Governorates In Iraq. Unhcr May Partner With Other Organizations (Usually An Ngo) Whose Role Will Be Primarily To Ensure The Practical Implementation Of The Project By Contributing To Project Identification And Designs, Development Of Boqs, Mobilizing The Community And Local Authorities, And Checking The Day-To-Day Continuity Of The Project Management And Handover, Etc. B.Statement Of Works: The Third-Party Entitys Specific Responsibilities Will Generally Occur During The Projects Implementation And Post-Implementation Phases. Some Projects That The Third Party Entity Will Be Required To Engage In Include: Damaged House Assessment And Technical Assessment For New Proposed Projects. Construction Of Concrete Bases And Installing Refugee Housing Units -Rhus And/Or Installation Of Additional Items (E.G. Mobile Toilets, Water Tanks, Fire Extinguishers, And Air Coolers). Construction And Rehabilitation Of Long-Term Shelters. Technical Projects Related To The Maintenance Or Upgrading Of Access To Wash Services Such As Drilling Boreholes, Construction /Rehabilitation Water Networks, Wash Facilities At Hhs Level, Sewerage Systems, Water Supply At Hhs Level, Wastewater/Solid Waste System Management And Potable Water System Management, Etc. (Approximately 10 Projects). Technical Projects Related To The Maintenance Or Upgrading Of Camp Infrastructures (Including The Electricity Grid, Roads, Drainage Channels, Fences, Box Culverts, Streetlights, Etc. Technical Projects Related To Construction, Upgrading Or Renovation Of Infrastructure Outside Camps (Buildings, Box Culverts, Feeder Lines, Etc.). Distribution Of Core Relief Items. Technical Projects Related To Renewable Energy Like Solar Streetlights, Pv Solar Systems And Domestic Solar Hot Water Systems. The Responsibilities Of The Third-Party Entity As The Employers/Unhcr Representative Under The Contract May Include, But Not Necessarily Be Limited To, The Following: Analyse And Ascertain Whether The Material Mentioned In The Bills Of Quantity (Boq) Was Properly Used And Specification Appropriately Set For The Planned Project. Monitor Construction Methods And Quality Control. Certify That The Quality Of Works Conforms To The Specifications, Norms, Standards And/Or Drawings And The Boqs. Assess The Adequacy Of The Contractors Input Materials, Labour, Equipment, And Construction Methods. Examine The Contractors Claims For Variations/Extensions, Etc. Prepare A Recommendation For Approval By The Project Manager/Unhcr Technical Staff. Where Relevant, Record The Work Measurement, Scrutinize And Certify The Contractors Claim And Assist Implementing Agency/Contractor In Contract Monitoring And In Preparing The As-Built Drawings For Issuance Of Work Completion Certificate To The Contractor. Monitor And Enforce The Adequacy Of Contractors Inputs In Terms Of Materials, Equipment, Construction Machinery, Workers, And Construction Approach And Methodologies. Monitor Construction Of All Project Components, Suggest Modifications To Designs As Required By Site Conditions And Inform Unhcr On The Need To Issue (Or Not) A Variation Order; Check Measurements For Works Completed And In Progress And Verify Bills For Payments To The Contractors. Check The Line-Level Construction Layout To Ensure Conformity With The Contract, And Technically Review Any Proposed Change In The Plans, If Required. Monitor All Aspects Of Construction Work, Including Periodical Inspection Of The ContractorS Machinery And Equipment. Prepare An Adhoc Report Directly After Visiting The Site (Within 48 Hr) And Consolidate Monthly Progress Reports And Final Project Completion Report Within One Month Of The Completion Of The Services. According To Current Estimates, It Is Expected That The Third-Party Entity Will Be Expected To Carry Out Field Visits Pursuant To The Following: Project Type Estimated Frequency Of Field Visits Provision Of Transitional Shelters Known As Refugee Housing Units (Rhus) To UnhcrS Persons Of Concern (Pocs); 1 / Week Installation Of Tents 1/ Week Construction And Rehabilitation Of Long-Term Shelters For UnhcrS Pocs 1/ Week Technical Projects Related To The Maintenance Or Upgrading Of Access To Water Sanitation And Hygiene (Wash) Services 1 / Week Technical Projects Related To The Maintenance Or Upgrading Camp Infrastructures (Including The Electricity Grid, Roads, Drainage Channels, Fences, Box Culvert, Street Lights Etc.) Inside And Outside Camps. 1 / Week Distribution Of Core Relief Items To UnhcrS Pocs As Needed Technical Projects Related To Infrastructure, Wash And Renewable Energy. 1/ Week The Frequency Of Visits For Field Activities Not Related To The Above Will Be Settled On A Case-By-Case Basis In Close Consultation With Unhcr. The Above Estimates Are Also Subject To Confirmation By Unhcr. Maintain Detailed Records Of Measurement Of The Completed Works, Correspondence, Detailed Diaries, Photographs, Daily Site Records Submitted By The Contractor On Ambient Conditions And Contractors Resources At The Site And Their Use, Including Other Documents Concerning Relevant Events And Activities; The Third Party Monitor Should Maintain Complete Confidentiality Vis-A-Vis All Of The Documents That They Have Access To By Virtue Of Their Contract With Unhcr. Verify And Certify Interim Final Certificates For The Progress Of Work And Recommend Payment By Unhcr. Technically Review The ContractorS Claim For Additional Payment, Extension Of Time And Any Other Matters Related To Contract Administration, And Suggest Modifications To Unhcr As Required. Certify Completion Of Part Or All Works And Prepare Handover (To Be Signed By All Parties). Check And Certify As-Built Drawings For The Works Prepared By The Contractors At The End Of The Assignment. Contract Duration The Third-Party Entity Will Be Contracted For 2 Years. Reporting Requirements The Third-Party Entity Will: Produce Monthly Progress Reports (E.G. Number, Location, Quality Of Work Performed, And Findings Of Shelters Monitored, Main Constraints) In Accordance With The Work Plan/Description Of The Project, Detailing The Quality Of Projects, Duration Of Delays And Causes, Indicators Of Progress, And Proposition For Correction Of Any Identified Defects.
