Open Date: Wednesday, 7 December 2022 12:00 Pm (Pacific/Auckland Utc+13:00) Close Date: Monday, 30 January 2023 4:30 Pm (Pacific/Auckland Utc+13:00) Tender Type: Request For Information (Market Research) (Rfi) Tender Coverage: Sole Agency Regions: New Zealand Required Pre-Qualifications: None Overview: Waka Kotahi Is New ZealandS Transport Agency, Focused On Providing One Integrated Land Transport System That Helps People Get The Most Out Of Life And Support Business. In 2019, The Government Announced The Road To Zero (Rtz) Strategy. The Strategy Outlines A Plan To Stop People Being Killed Or Injured On New Zealand Roads And Includes A Target Of A 40% Reduction In Death And Serious Injuries By 2030. Changing The Approach To Safety Cameras And Improving How New Zealand Uses Safety Cameras Is A Key Priority For This Strategy. Outlined In The Strategy Are Three Key Focus Areas Related To Safety Cameras: Transferring Ownership And Operation Of The Safety Camera Network From The New Zealand Police To Waka Kotahi; Increasing Investment In Additional Safety Cameras; And Locating Safety Cameras On The Highest Risk Parts Of The Network. From Mid-2023 We Will Start To Stand Up The Functions Required For A Safety Camera Network (Including Calibration And Certification). This Will Enable Us To Start To Transfer All Safety Camera Types (Including Red Light, Mobile And Static Speed) And The Associated Operations From Nz Police To Waka Kotahi. We Expect The Transfer To Take 12 Months To Complete. Police Will Retain And Administer Officer-Issued Infringements. We Are Also Increasing The Number Of Safety Cameras Throughout Aotearoa New Zealand. We Are Still Deciding On The Number Of Cameras, And The Mixture Of Camera Types Required To Most Effectively Deliver A Reduction In Death And Serious Injuries. A Key Element Of Managing The Safety Camera Network Is Ensuring That Cameras Are Calibrated And Certified Annually. This Is A Legislative Requirement (Section 146 Of The Land Transport Act 1998). For The Benefit Of All Respondents, Calibration And Certification Is Defined As Follows: Calibration Involves Ensuring There Is A Controlled Comparison Of The Device Under Calibration (Duc) Against A Known Instrument Over The Range Of Values Of Use Of The Duc. The Difference Between The Known Instrument And The Duc Are Tabulated As Corrections To The Duc For A Range Of Pre-Selected Calibration Points. Certification Provides Certificates Of Accuracy For Cameras Following Calibration. We Are Now Seeking A Supplier To Ensure The Safety Camera Network Is Calibrated And Certified Through A Rfi Response.
