Tenders Are Invited For Final External Evaluation Of The Project Promotion Of School And Social Inclusion Of Vulnerable Children In Antananarivo Phase 2 In Accordance With The Financing Agreement Signed With The French Development Agency, A Final Evaluation Of The Project Promotion Of School And Social Inclusion Of Vulnerable Children In Antananarivo Phase 2, Is Planned. It Concerns The Actions Implemented During The Implementation Of The Project, I.E. Over The Period From 01/05/2020 To 31 January 2023 This Final External Evaluation, Commissioned By Asmae, Aic And Betania , Meets The Following Objectives: A Report On The Actions And Results Obtained During Phase 2 And Up To The Evaluation Period; To Establish A General Appreciation Of The Quality Of The Work Accomplished And The Results Obtained Course Of The Project, And Obtain Concrete Recommendations For The Continuation Of The Action Within The Framework Of Phase 3. Feed The Reflection And Guide The Writing Of The Third Phase Based On The Findings And Recommendations. The Expected Results Are (I) The Production Of An Independent Assessment Of The Implementation Of The Project As Well As (Ii) The Formulation Of Relevant Recommendations And A Proposal For Avenues To Be Explored Further As Part Of The Design Of Phase 3. This Evaluation Will Cover The Activities Carried Out From The Beginning Of The Project Until The Period Of The Evaluation. It Will Be A Question Of Establishing An Overall Assessment With Regard To The Initial Objectives And The Actions Carried Out Within The Framework Of The Project Since The Start Of Phase 2. An Analysis Of The Results Framework And The Monitoring Of Progress Indicators Will Be Done In Parallel With Data Collection. At The End Of Phase 1 Of The Project (Mid-Term), An Interim Evaluation Was Carried Out For The Period From May 2020 To October 2021, In The Appendix. 2.2 Rationale For Assessment The Results Of The Evaluation Will Allow Asmae And Its Partners To Take Stock Of The Action As Well As To Draw The Conclusions And Recommendations Necessary For A Better Conceptualization And Planning Of The Ankizy Phase 3 Project, The Last Stage Of One Project Out Of 3. Phases Of 3 Years Each Financed By The Afd, Currently Being Developed Which Will Be Submitted To The Donor As Part Of The Filing Of A Niong. The Results Of The Final Evaluation Will Be Communicated To The Lessor And Will Be The Subject Of A Feedback Session To The Partners. 2.3 Formulation Of Evaluation Questions The Evaluation Will Mainly Address The Questions Below In Relation To The Criteria Of Effectiveness, Sustainability And Impact. Particular Attention Will Be Paid To The Cross-Cutting Issues Of Participation, Gender And Approach Based On The Rights Of The Child (Capacity Building Of Responsible Actors, Child Protection, Quality And Inclusiveness Of Services, Accountability Of State Actors And Child Participation ).
