Expression Of Interest Are Invited For Development Of Regulations For Phytosanitary Measures In Lesotho The Scope Of Work For The Assignment Covers Three Major Areas: The Development Of The Instructions To Draft The Plant Protection Bill With Clear Recommendations For Institutional Arrangement, Harmonisation Of The Phytosanitary Regulatory Framework With Sadc Protocols, And Manuals For Phytosanitary Inspections. The Specific Work For Achieving These Three Areas Of Work Shall Include, But Not Be Limited To, The Following: Conduct Situation Analysis To Establish Baseline And Gap Analysis About The Phytosanitary System In Lesotho In Terms Of The Laws, Regulations, Inspections For Inland And Border Control And Risks Prevailing, As Well As Mitigation Strategies In Place. Assess Opportunities And Weaknesses Faced Because Of The Landlocked Nature Of Lesotho And Analyse Risks Thereof About Regional And International Trade Of Plant-Based Products. Review National Plant Protection Policy And Other Related Policies And Supporting Documents To Identify Areas That Must Be Harmonised And Aligned With Sadc Harmonised Phytosanitary System. Develop Plant Protection Bill Instructions Aligned With Sadc Harmonised Phytosanitary System, As Well As Ensuring Adherence Compliance To International Standards Assist In Developing Phytosanitary Regulations And Guidelines For The Control, Inspection And Approval In Line With Sadc Sanitary And Phytosanitary Measures And The Ippc Sps Measures. Review And Recommend Appropriate Inclusive Implementation Arrangements To Establish National Plant Protection Organisation And National Seed Services (E.G. Kephis Model). Assess Institutional Organisation And Capacity And Recommend Possible Means To Facilitate Effective And Efficient Ways To Implement Recommended Implementation Arrangements, Including The Training Needs Of The Staff.
