Project 19-117-RLC, B512 Boiler and B524 HVAC Replacement, RSSLC, Richmond, TX The Health and Human Services Commission, for and on behalf of its Health and Specialty Care System Division, is soliciting Competitive Sealed Proposals for selection of a General Contractor to provide general construction and construction administration services to the Owner for Project No. 19-117-RLC, B512 Boiler & B524 HVAC Replacement Richmond State Supported Living Center, Richmond Texas (the “Project”), in accordance with the terms, conditions, and requirements set forth in this Solicitation. & This Solicitation is being issued to select a Contractor for the Project as provided by Texas Government Code, Section 2155.144(b-2) and Chapter 2269, Subchapter D. & Project Location, Summary, and Budget & Project Location: Richmond State Supported Living Center 2100 Preston St. Richmond, TX 77469 & Project Summary: The scope of work includes, but is not limited to, the following: & Building 512 – Power Plant: The scope includes the replacement of the (2) 50 HP Fulton VMP vertical steam boilers with (2)100 HP steam boilers, plus a new boiler Feedwater Unit, to accommodate the new Milnor laundry equipment being located in the Laundry Building 511. The scope is limited to the replacement of the steam boilers (and their associated equipment) and modifications of associated services to the boilers to accommodate the increase in capacity. The renovation to Building 511 to accommodate the new laundry equipment is not included in this project. & The laundry equipment and steam unit heaters in Building 511 will be the only equipment connected to the new boilers. All of the other steam equipment at the campus has been removed. All new equipment will be integrated into the existing campus automation system. & Building 524 – Central Kitchen: The scope includes replacement of the existing modular chilled water rooftop unit, AHU-1, serving the kitchen, with a new unit of the same capacity. The new unit will be provided with a hot water heating coil in lieu of the steam heating coil that was installed in the unit being removed. The steam and associated steam condensate piping and equipment will be removed from the building. It was discussed with the facility that the steam coil was the last piece of equipment in the building that still utilized steam. Also, per the direction from the facility, the underground steam and steam condensate piping from the power plant will be abandoned in place. Additionally, a new vertical condensing hot water boiler, pump and piping system will be provided to serve the AHU-1 hot water coil and a new roof mounted kitchen exhaust make-up air unit (MAU-524-1, pre-heat coil). Modifications to the existing Central Plant chilled water system (to serve the AHU-1 and MAU-524-1 cooling coils) and the associated new equipment, will be included in the Project scope. All new equipment and their associated unit controls will be integrated into the existing campus building automation system. & For complete project information, refer to Attachment H1, Project Drawings and Attachment H2, Project Specifications of Exhibit C. & Project Estimate: The approximate cost for construction of the Project is $1,028,900.00. & Pre-Proposal Webinars and Site Visits: & HHSC will conduct one (1) optional pre-proposal webinar that will be held at the date and time described below.
