General Procurement Notice For Goods, Works, Non-Consulting Services And Consulting Services To Be Procured For Grenada Resilience Improvement Project Project Title: Grenada Resilience Improvement Project Notice No: Op00203046 The Project Will Include The Following Components Component 1: Interventions To Increase Resilience Of Critical Infrastructure (Us$ 12.8 Million). This Component Will Focus On Making Critical Transport Infrastructure Resilient To The Impacts Of Climate Change And Natural Hazards. This Component Will Include (A) The Reconstruction Of Balthazar Bridge Across The Great River To Increase Resilience To Flood Risk, And (B) The Implementation/Rehabilitation Of Coastal Protection And Flood Risk Management Mechanisms Along The Eastern Main Road At Soubise And Marquis, South Of Grenville. Component 2: Technical Assistance To Improve Institutional Capacity For Increasing Resilience (Us$ 1.2 Million). This Component Will Strengthen The GovernmentS Capacity For Improving Resilience Through: (A) An Assessment Of The Risk Flooding Poses In A Climate Projected Scenario In The Coastal City Of Grenville And Identification Of Management Options As The City Is Highly Susceptible To Flooding And Has Seen Increased Coastal Erosion In Recent Years (B) Assessments And Designs For The Climate And Disaster Resilient Rehabilitation Of Three Cultural Heritage Buildings Located In St. GeorgeS - The Public Library, The Police Barracks, And The York House; (C) Assessments Of The River Road And Balthazar Rock Faces Considering Also Expected Climate Risks, And Development Of Designs To Manage Rock Fall And Landslide Risk; And (D) Identification And Implementation Of Capacity Strengthening To Enhance Current Processes Towards Risk-Informed Road Asset Management, Considering Among Other Aspects Engineering And Design, Operations And Maintenance, Contingency Programming, And Institutional Capacity And Coordination. Thereby, Knowledge Transfer From The Consultants To The Gog Will Be Integrated In Each Of The Four Activities. Component 3: Contingent Emergency Response. This Component Would Finance The Implementation Of Emergency Works, Rehabilitation, And Associated Assessments, At The GovernmentS Request In The Event Of A Disaster. The Component Will Be Triggered And Disbursed In Accordance With An Emergency Action Plan Prepared By The Government Of Grenada And The Contingent Emergency Response (Cer) Implementation Modalities. Component 4: Project Management And Implementation Support (Us$ 1 Million) This Component Will Support The Strengthening Of Institutional Capacity For Project Management Across Implementation Agencies Through The Provision Of Technical Advisory Services, Training, Operating Costs, And Acquisition Of Goods. Incremental Operating Costs Incurred By Implementing Agencies Would Also Be Covered, As Well As Those Required For Outside Consultancies To Prepare And Supervise Specific Activities. Procurement Of Contracts Financed By The World Bank Will Be Conducted Through The Procedures As Specified In The World BankS Procurement Regulations For Ipf Borrowers (November 2020) (Procurement Regulations) And Is Open To All Eligible Firms And Individuals As Defined In The Procurement Regulations.
