The objective of this Voluntary Ex Ante Transparency (VEAT) notice is to inform the market of Dublin City council's intention to enter into a contract with The Ark Children's Cultural Centre in accordance with Article 32.2 (a) (i.e. no suitable tenders to participate in response to a call for competition). This is also a Contract Award Notice for the services, Programming and Coordination of Children's Art in Libraries Creative Hubs. In February 2022 Dublin City Council issued an e-tender notice for the provision of Programming and Coordination services for Children's Art in Libraries Creative Hubs. It was necessary to revise and reissue the tender in May 2022 to allow for clarification, with a closing date of 15th June 2022. Contract was not awarded as no submission met the minimum score under the Award Criteria and all were deemed inadmissible and therefore eliminated from the tender process. As the market had not responded sufficiently Dublin City Council then negotiated services with The Ark Children's Cultural Centre, 11a Eustace Street, Temple Bar, Dublin 2 within the same parameters of the advertised tender. As per the tender document specifications, the service includes the development and delivery of a high quality multi-disciplinary arts programme for children in identified libraries and localities, supported by associated development of educational, community, and cultural partnerships.
