Non-Communicable Disease Specialist Deadline: 17-Oct-2022 23:59 (Gmt 8.00) Beijing, Perth, Singapore, Hong Kong Background In The Context Of Ncds, The Who Country Office In Solomon Islands Supports The Implementation Of Strategies That Address Access To Services, Determinants Of Health, And Availability Of Essential Medicines And Devices For Primary Health Care. The Who Co Ncd Team Provides Support To The Mhms And In The Context Of Technical And Administrative Support To The Noncommunicable Diseases (Ncd) Programme And Related Assignments. Additionally, The Who Co Ncd Team Coordinates Activities To Strengthen Ncd Prevention And Monitoring Of Key Ncd Risk Factors. The Team Collaborate Closely With Key Partners Across And Outside The Mhms. Who Country Office In The Solomon Islands Is Part Of Who Western Pacific Region. Under The Overall Leadership Of Who Representative, And Reporting To Technical Officer/Ncd, The Consultant Will Perform And Deliver The Outputs As Indicated In The Terms Of Reference In A Timely Manner. Purpose/Specific Objective Of The Activity To Develop The Ncd Coaching Guidelines And Monitoring And Evaluation Framework To Support The Implementation Of Noncommunicable Programmes In The Solomon Islands In Collaboration With The Ministry Of Health And Medical Services And Who Representative Office. Description Of Activities To Be Carried Out Output 1:Identify And Prioritize Three Interventions For Ncd Programmes Output 2: Develop A Draft M&E Framework Around The Selected Interventions Output 3: Develop And Test Coaching On The Selected Interventions Output 4: Develop And Test Qi Tool On The Selected Interventions Output 5: Revision Of The M&E Framework Output 6: Select The Next Interventions And Repeat The Above Process Methods To Carry Out The Activity The Consultant Will Work Collaboratively With The Who Ncd Team And The Mhms Partners To Develop The Coaching Guidelines, Qi Tools And Draft The M&E Framework, And Conduct Field Tests To Ensure Applicability In The Country. Qualifications & Experience Education Essential: University Degree In Medicine, Public Health Or Related Health Studies. Desirable: MasterS Degree In Public Health From A Recognized University And/Or Training/S In Public Health At Postgraduate Degree Level Or Its Equivalent. Experience Essential: At Least Five 5 Years Of Relevant Experience In Developing M&E Frameworks, And Coaching And Quality Improvement Approaches (E.G., Early Essential Newborn Care, Primary Health Care Quality Improvement Guides). Desirable: Relevant Experience In Implementation Of Noncommunicable Diseases Programmes Or Other Areas Giving Experience For Implementing The Tors. Previous Experience At The Field Level In Who, Un Organizations/Agencies, Particularly In Developing Countries. Experience Working In Pics Is An Asset. Technical Skills & Knowledge Knowledge Of The Specific Or Technical Area Of Public Health. Health Planning At Operational, Subnational, And National Levels, With Political And Technical Elements. Capacity-Building Through Multiple Methods, Including Training, Mentoring And Example Setting. Ability To Establish Harmonious Working Relationships As Part Of A Team, Adapt To Diverse Educational And Cultural Backgrounds, And Maintain A High Standard Of Personal Conduct. Ability To Demonstrate Gender Equity And Cultural Appropriateness In The Delivery Of Services To Member State.
