Project Title: Extractive Industries Technical Assistance Project Phase 2 Borrower Bid Reference: Sl-Mmmr-302866-Cs-Cqs Procurement Method: Consultant Qualification Selection Submission Deadline Date/Time: Oct 03, 2022 16:00 Notice No: Op00197471 The Government Of Sierra Leone (Gosl), Through The Ministry Of Mines And Mineral Resources (Mmmr) Has Received Funding From The World Bank For The Implementation Of An Extractive Industries Technical Assistance Project Phase 2 (Eitap-2). The Project, Financed Through An International Development Association (Ida) Grant, Is Expected To Build And Consolidate Previous Reforms Supported Under The Predecessor Project, Eitap I, Which Closed In December 2016, As Well As A Series Of Development Policy Operations (Dpos), And Grants To Continue Building Overall Governance In The Management Of The Extractive Industries Aimed At Enhancing The SectorS Support To Sierra LeoneS Growth And Development. The Ministry Of Mines And Mineral Resources Through Eitap2 Project Implementation Unit (Piu), Intends To Use Part Of Project Funds To Procure The Services Of A Consultancy Firm To Develop Site Specific Environmental And Social Management Plans (Esmp), To Guide The Management Of Environmental And Social Risks In The Implementation Of A Land Reclamation Subproject, Described Below. The Project Design Includes Activities To Be Implemented Under Three Main Technical Components, In Addition To A Project Implementation Component And A Contingency For Disaster Risk Response Component At Zero Cost Under Component C Of The Project, As Described Below. Scope Of Work And Methodology In Preparation Of The Esmps, The Consulting Firm Shall Among Other Tasks, Undertake The Following Among Others: Identify And Assess Key E&S Risks/Impacts Inherent In The Specific Subproject Sites Including That Of Gbv Or Sea/Sh; Review E&S Policies And Standards Of The World Bank And Government Of Sierra Leone To Identify E&S Considerations That Need To Be Assessed And Documentation Requirements Therein; Review Existing National Policies And Laws Existing Acts, Policies And Guidelines That Cover The Identified Issues/Impacts Related To Land Reclamation And Current Levels Of Compliance With Such Requirements, Including Challenges; Review Existing Set Of E&S Documents Prepared For Eitap2, Including The E&S Screening Reports; Assess Existing Capacity Of Eitap2, As Well As Systems And Procedures Adopted By The Piu To Manage E&S Issues; Undertake Consultations With A Wide Range Of Institutional Stakeholders Relevant To Eitap2, Including The Ministry Of Mines And Mineral Resources, National Minerals Agency (Nma), Environment Protection Agency (Epa), As Well As Communities And Project Affected Persons (Paps); Submit The Draft Esmps To Eitap2 And World Bank For Their Review And Comments; Undertake Consultations With Diverse Set Of Stakeholders To Validate Draft Esmp By Soliciting Their Opinion, Comments And Feedback On The Draft Esmps Tender Link : Https://Projects.Worldbank.Org/En/Projects-Operations/Procurement-Detail/Op00197471
