Request For Proposals Are Invited For Provision Of Summative Assessment Services. Opportunity Structure: Eligibility Ability To Conduct Assessments In Colombia Experience Conducting Evaluation Assessments, Including But Not Limited To Interviews, Collecting Data On Social Media Professional Fluency In Spanish And English Ability To Reach Out Participants Located In Remote And/Or Rural Areas Of Colombia Period Of Performance October 15, 2022 March 1, 2023 Statement Of Work Iri Is Seeking An External Evaluator To Conduct A Summative Evaluation Of A Multi-Year Project In Colombia. The External Evaluator Will Collect Data Using In-Depth Interviews According To The Scope Of Work They Create And That Is Approved By Iri And Interview Protocol. The Interviews Will Be Conducted With Previous Training Participants As Well As Cso Partners, Male Allies And The Political Party Leadership Identified By Iri. Participants Will Be Located Across Several Municipalities In The Caribbean And Pacific Regions Of Colombia And Should Represent All Political Parties That Iri Has Worked With Under The Bips-Pr Project. Additionally, The External Evaluator Will Collect Data On Social Media Followings, Views, And Engagements On Candidates Online Campaigns Identified By Iri. The External Evaluator Will Conduct Upto 30 In-Depth Interviews Inclusive Of One-Onone And Group Interviews In Up To 10 Municipalities In The Pacific And Caribbean Regions Of Colombia. The Interviews Will Be Conducted In Spanish And Will Provide English Transcripts To Iri. O The External Evaluator Will Provide Interpretation (Spoken) And Translation (Written) Services Where Necessary During Interviews And To Analyze Data. O The External Evaluator Will Schedule The Interviews. O The External Evaluator Will Conduct The Interviews In-Person Or Virtually. The Evaluator Will Submit The English Transcripts To Iri For Review. The External Evaluator Will Participate In Up To Three Virtual Meetings With IriS Dcbased And Field Teams To: O Kick-Off Meeting: Receive Background Information And Necessary Context And Provide Feedback On The Evaluation Methodology Scope Of Work And Finalize Next Steps And Timeline To Complete The Work; O Data Collection Call: Update The Program Team On Progress During Data Collection Phase; O Validation Session: Participate In A Findings Validation Session With Selected Iri Staff For The Purpose Of Sharing Draft Evaluation Findings And Obtaining Feedback. The External Evaluator Will Review And Analyze All Project Documents, Including Those Generated By Subaward Partners And Project Contractors. The External Evaluator Will Clean And Organize All Interview Transcripts Collected Into Easy To Read And Navigate Format Using Either Microsoft Word Or Microsoft Excel. The External Evaluator Will Interpret Or Translate Raw Transcripts, Recordings And/Or Interview Data Into English (As Necessary). The External Evaluator Will Conduct Initial Analysis Of The Data, Including Interviews And Project Documents, Suggest Key Findings Based On That Analysis And Provide The Suggested Key Findings In A Written Format To The Data Collection Team. The External Evaluator Will Use And Closely Follow All Templates And Style Guides Provided By Iri. The External Evaluator Will Develop A First Draft Of The Analysis For Review By IriS Dcbased Team. The External Evaluator Will Be Responsible For Data Analysis, Which Will Culminate In The Development Of Findings, Recommendations And Conclusions. The External Evaluator Will Provide An Outline Of The Final Report. The Outline Should Include Key Findings, And The Evidence To Support Those Findings, Including Quotes From Interviewees And Quantitative Information When Possible, Recommendations And Conclusions. The External Evaluator Will Provide A Final Report Outlining The Key Findings, Evidence To Support The Key Findings Including Quotes From Interviewees And Quantitative Information Where Possible, Findings And Recommendations. The Report Will Include A List Of Limitations Encountered During Data Collection And Analysis And Any Mitigation Strategies That Were Utilized. The External Evaluator Will Contact IriS Dc Team And Other Program Team Members Anytime Questions Arise. The External Evaluator Will Be Responsible To Respond To Final Comments And Questions Raised By The Donor In Coordination With Iri. The Bid /Deliverable Price Schedule Should Be Inclusive Of All Costs (I.E. Domestic Travel To The Location Of Participants, Interpretation, Translation Expenses, Etc). These Expenses Will Not Be Reimbursed. All Proposals Submitted To Iri Must Include: 1. Information Addressing BidderS Experience In Providing Each Of The Services Identified In The Above Statement Of Work And BidderS Proposed Specific Approach For Providing Those Services To Iri Under This Contract, Including Sufficient Information To Determine A Clear Definition Of Services As It Relates To Other Providers That May Be Involved. 2. The Name, Address, And Telephone And Facsimile Numbers Of The Bidder (And Electronic Address If Available). If The Bidder Is A Firm, Name(S) Should Be Provided For Individuals Authorized To Conduct Business On Behalf Of The Firm. 3. Bidders May Provide A List Of Up To Three References For Work Performed Of A Similar Nature During The Last Three Years, Along With Contact Details. Iri May Contact The References To Evaluate Past Performance. 4. If The Bidder Is A U.S. Organization/Resident, Or A Foreign Organization/Resident Which Has Income Effectively Connected With The Conduct Of Activities In The U.S. Or Has An Office Or A Place Of Business Or A Fiscal Paying Agent In The U.S., The Information Submitted Must Contain BidderS Taxpayer Identification Number. 5.
