Expression Of Interest Are Invited For User Research To Identify Public User Needs For Hydro-Meteorological Impact-Based Forecast And Warning Services In Samoa And Tonga The User Research Will Identify Public User Roles, Needs And Requirements For Hydro-Meteorological Impact-Based Forecast And Warning Services, And Identify Gaps In The Current Warning Service And Make Recommendations For The Future Impact-Based Forecast And Warning Service. The Assignment Is For A Consultancy Firm Service To Plan, Design, And Deliver User Research To Capture The Diverse User Needs For Hydro-Meteorological Impact-Based Weather Warnings In Samoa And Tonga. Initial User Research Interview Scripts And Supporting Material Have Been Developed By World Bank For Samoa, In English . The Assignment Will Review The Existing Material, Making Any Reasonable Adjustments Necessary, Including Translation Into Samoan, Tongan, And Accessible Forms Of Communication. The User Research Will Involve Representatives From The Different Warning User Groups And Key Stakeholders, Including Government Ministries/Agencies, Private Sectors, Ngos, Media, And General Public. The Expected Participant/Users For This Activity Should Be Based On Proportional Sampling From Various Populations Groups (People Of All Abilities, Ages, Genders, Income, And Occupational Types) In Samoa. Other Relevant Variables Shall Be Gathered As Necessary, As Jointly Identified And Agreed With The World Bank Task Team. Sample Size Is To Be Defined To Allow Adequate Representation Of The Diverse Stakeholder And Population Groups, However A Nominal Sample Size Of 50 Is Initially Recommended. The Consultancy Is Expected To Prepare The Detailed Methodology, And Propose Detailed Research Methods And A Work Plan To Respond To The Objectives Stated Above. The Key Scope Of Services Will Include: (I) Inception Phase; (Ii) Design And Develop Appropriate Methodologies To Identify User Needs For Hydro-Meteorological Impact-Based Warning Services In Samoa; (Iii) Identify And Secure Participation From Stakeholders; (Iv) Arrange And Conduct Research With Identified Participants; (V) Collate And Analyze Research Responses; And (Vi) Technical Report And Consultations. The Consultancy Assignment Is Expected To Commence In October 2022 And Be Completed Within 4-6 Months.
