Request for Proposals for Promotional Products The Texas Lottery Commission is issuing this Request for Proposals (RFP) for Promotional Products to obtain proposals from qualified Proposers to provide a variety of promotional products to promote the games of Texas. Promotional products may include, but are not limited to: wireless power bank, reusable grocery bag, tote bags, Bluetooth speaker and wireless charger, duffel bag, duo travel pillow blanket, beverage holder, wireless ear buds with power bank, cooling towel, cooler bag, beach mat, duo fanny pack/shoulder sling, beach towel, umbrella, phone wallet, phone/tablet folding stand, travel mugs, water bottle, baseball caps, t-shirts, socks, holiday ornament, key chains, scratch coin, token, and sticky notes. Proposers must be able to provide all components and submit a single proposal for all promotional products identified in the RFP.The Texas Lottery is committed to generating revenue for the State of Texas through the responsible management and sale of entertaining lottery products. In order to generate revenue for the State of Texas, the Texas Lottery creates awareness and interest for its products and services through the use of promotional products. The distribution of promotional products provides a tangible, actual winning experience associated with product trial. The Texas Lottery also uses promotional products to act as an incentive in retailer sales venues to encourage the selling of lottery products.At its sole option, following review and evaluation of all Responsive Proposals submitted in response to this RFP, the Texas Lottery desires to select multiple Successful Proposers that demonstrate superior technical qualities and outstanding service, and that offer competitive pricing. The Texas Lottery intends to take advantage of the production and shipping capabilities offered by different merchandisers to accommodate the Texas Lottery’s scheduling needs.All Proposers shall be capable of providing all of the goods and services set forth in this RFP. Unless otherwise provided herein or in any contract resulting from this RFP, the terms and conditions of this RFP apply to all Proposers.&Proposers responding to this RFP are expected to provide the Texas Lottery with information, evidence and demonstrations that will permit awarding a contract in a manner that provides the best value to the Texas Lottery. Proposers must propose on all components and submit a single proposal for all goods and/or services in response to this RFP.Proposers should refer to the Schedule of Events contained in the RFP for important filing deadlines. Proposals are due on October 12, 2022 at 4:00 p.m. Central Time. Prior to submitting a response to this RFP, Proposers are advised to re-check this posting for any possible additional information or amendments. &The Texas Lottery Commission is a part of the Executive Branch of Texas State Government. The Texas Lottery will not relinquish control over lottery operations. The Successful Proposer shall function under the supervision of the Texas Lottery. Its operations will be subject to the same scrutiny and oversight that would apply if all operations were performed by Texas Lottery employees. Accordingly, all operations must be conducted in adherence to applicable statutes and the highest ethical standards. &This RFP and all activities leading toward the execution of a written contract under this RFP are being conducted in accordance with the State Lottery Act (Tex. Gov't Code. §§ 466.001, et seq.), as amended; the Texas Lottery's administrative regulations (16 TAC §§ 401.101, et seq.); and other applicable laws of the State of Texas. All Proposers should read and be familiar with the State Lottery Act and 16 TAC §401.101.
