Expression Of Interest Are Invited For Consulting Services To Conduct Swm Needs Assessment Of Six(6) Secondary Cities The Consulting Services (The Services) Aims To Conduct A Needs Assessment Of The Current Swm Situation In Six Cities Of Sierra Leone: Port Loko, Koidu, Bo, Kenema, Makeni And Bonthe. The Analysis Will Cover Programs, Policies, Practices, And Institutional Capabilities For Improving Swm Service Delivery In These Cities. An Important Part Of The Analysis Is To Assess The Capacity Of Relevant Stakeholders (The Municipal Authorities In Particular And The Private Sector In Swm) To Provide Swm Service And Prepare Reference Documents For Capacity-Building Interventions And Infrastructure Investment. This Assignment Should Be Completed Within A Period Of Six (6) Months Upon Contract Signing The Consultant Shall Collate And Review National And Local Level Strategy Documents And Service Delivery Standard Manuals, And Identify The Gaps That Need To Be Addressed For The Existing Challenges In The Selected Cities; Undertake Needs Assessments On The Status Of Solid Waste Management And Provide Advice And Recommendations Aimed At Improving Sustainability And Performance (Refer To The Initial Swm Assessment Report Of The Pmu); Identify And Evaluate Non-Technical Options And Alternatives To Modernize The Existing Swm Systems; Design A Minimum Of Three Business Models Per City That Enhance Sustainability In Swm; Identify And Evaluate Options For Improving The Institutional And Organizational Management Systems For Swm; Identify And Evaluate Options For Ensuring Financial Sustainability Of The Swm System Including Aspects Related To Willingness To Pay, Affordability, Investment Financing, Operational Costs And Cost Recovery, And Private Sector Participation; Prepare A Roadmap To Achieve Such Objectives And Targets Which Will Include Proposed Capacity Building Interventions And Investments, Estimating Costs, Technical Specifications, Tools And Means For Short, Medium, And Long-Term Implementation And Timing For The Interventions; Design Capacity Building Plans And Activities And Conduct Training For Technical Staff, Local Council Officials And Key Swm Stakeholders; Draft Solid Waste Manuals For Capacity Building Interventions And Equipment Investment; And Provide Focused Support, As Directed By The Ruslp Team And The World Bank.
