Consultant - International Health Regulations (Ihr) Simulation Exercise Deadline: 24-Aug-2022 23:59 (Gmt 8.00) Beijing, Perth, Singapore, Hong Kong Who Supports The Government Of Solomon Islands In Developing And Scaling Up Comprehensive Initiatives Targeting The Control, Prevention And Management Of Communicable Diseases Including Malaria And Other Vector-Borne Diseases. The Ministry Of Health And Medical Services, Through The National Vector Borne Disease Control Programme (Nvbdcp) And Partners, Emphasizes Strengthening Surveillance As A Key Activity Under The Road To Elimination. As Part Of The Strategic Plan For Malaria Control And Elimination (2021-2025), Case-Based Surveillance And Response Aims To Accelerate Progress Towards Malaria Elimination Though Targeted Interventions, One Of Which Is Focused Active Case Detection And Treatment. The Rotarians Against Malaria Is Initiating A Project Starting In Honiara City Council (Hcc) Know As Chasing Malaria In Honiara Active Surveillance Program, Which Is An Excellent Opportunity To Strengthen Nvbdcp Together With Who Support To Improve Response To Malaria As Part Of Strengthened Surveillance Systems. Purpose/Specific Objective Of The Activity The Consultant Will Establish Field-Based Household Data Collection, Mapping And Custom Geographic Information System (Gis) Based Analysis Capacity As Part Of The Chasing Malaria In Honiara Surveillance Programs. Description Of Activities To Be Carried Out Scope Of Duties, Deliverables And Payment: The Consultant Will Work Under Overall Supervision Of The Responsible Officer With Guidance And Input From Who Country Office Technical Officer And Support Staff. The Consultant Will Have The Following Deliverables: Output 1: Digital Household Mapping And Surveillance Data Collection Survey Forms Key Components: Develop (Using Kobocollect Software) And Test A Set Of Data Collection Forms Including (But Not Limited To): Household Mapping, Fortnightly Visit; Case Register And Follow-Up. Support The Creation Of Associated Unique Household Identifier Bar Codes (Qr Codes). Develop A Set Of Simple Data Collection Form Install Instructions And Field Procedures. Proposed Activities: Establish A Solomon Islands Kobocollect Online Account With An Inclusive Set Of Relevant Digital Data Collection Forms. Develop A Set Of Unique Household Identification Qr Codes To Be Used To Support Household Mapping And Enumeration Activities. Develop Instruction Guidelines On How To Support The Setup Of Kobocollect And Associated Digital Data Collection Forms For Android Mobile Devices. Consulting Days: 10 Output 2: Geographic Information System (Gis) To Support Data And Spatial Analysis Key Components: To Support The Establishment Of An Associated Gis Mapping System For Honiara City Council That Supports The Management, Mapping And Analysis Of Household Mapping And Associated Malaria Data Collection. Provide Technical Assistance To Honiara City Council Malaria Staff To Establish And Maintain Capacity To Effectively Operate The Gis System For Data Management, Mapping And Analysis. Proposed Activities: Establish A Customised Gis Mapping System To Support The Management, Mapping And Analysis Of Project Data. Develop A Short Report Outlining The Key Functionality Of The Custom Gis System And Specific Initial Training Activities Conducted To Support Implementation. Consulting Days: 10 Output 3: Data Review, Cleaning And Analysis And Provision Of Technical Support Key Components: Provision Of Remote Technical Support To Aid In Troubleshooting And Potential Technical Issues That May Arise During Fieldwork And Gis-Based Data Analysis Activities. Review (And Clean) Incoming Field Data To Ensure Data Quality And Integrity And Provide Preliminary Descriptive Analysis Of Operation Data To Monitor Progress. Proposed Activities: Provide Technical Support As Needed For Trouble Shooting And Dealing With Technical Issues. Provide Technical Support To Clean Data And Ensure Data Quality/Backup Of Database. Produce A Summary Report, Field Based Data Collection Operations. Consulting Days: 10 Subject To The Agreement Of Both Parties, These Terms Of Reference May Be Modified As Required In The Interest Of The Project/Activity. Monthly Reports Should Be Prepared By The Last Day Of The Month Inline Who Country Office Deadlines. Methods To Carry Out The Activity 1. The Consultant Will Work With Staff From The Nvbdcp, Who Malaria Specialists, The National Focal Points For Health Information System (His), Provincial Health And Program Managers And Partners And Donors To Gather The Required Background Information, Documentation And Material To Initiate Development Of An Integration Platform And Roll Out Plan. 2. Assess And Advise On Network And Hardware Requirements, E.G. Mobile Devise Requirements, Devise Charging Systems Including Solar, And Network Coverage. 3. Develop Roll Out Strategies Initially For Low Malaria Burden Areas, Standard Operating Procedures, And Training Plan For System Roll Out. 4. Assist In Engagement With Telco Providers To Discuss Network Access, Security, And Usage Cost And Payment Options To Ensure Value For Money And Reliability Of Service. 5. Ensure Current Mcmr Paper System For Aggregated Data Collection Can Continue In Parallel In Areas Not Classified As Low Burden Or Without Useful Mobile Network Or Internet Coverage. 6. Pilot System In Honiara Health Facilities And One Province (2 Health Zones) Isabel Or Choiseul Provinces. 7. Train Key His And Nvbdcp Staff To Manage And Operate The System To Perform Analysis And Routine Monitoring And Report Production Of Malaria Epidemiology And Interventions.
