GEF Sustainable Landscape Management Project The service is divided into four (04) distinct phases including: - Structuring and operationalization of the track management structure according to the regulatory texts on the management and maintenance of unpaved roads in Madagascar; - Support and capacity building of the management structure and all stakeholders in the management/operation, upkeep and maintenance (GEM) of the road and in the effective assumption of their respective responsibilities; - Support for the development, adoption, ratification, implementation of the contract involving the stakeholders in the management and maintenance of the tracks (management structure, municipalities concerned, District, DRTP, and the SAVA region); - Supervise and support the track management and maintenance structure in the collection of funds necessary for maintenance.
