Angola: Water Ppp Program Development Provide Familiarization In The Use Of The Developed Screening Tools, Including The Adapted Ctip3 Toolkit For Future Ppp Practitioners In Angola. Additional Requirements: The Criteria Will Take Into Consideration, Among Others: Technical/Geo-Physical, And Climate Constraints That Are Likely To Create Significant Constraints To Feasibility Such As Water Availability; The Appetite For The Program To Test And Support (Partial) Financing For Capital Development (Ability Of The Projects To Meet Relevant Cost Of Capital Hurdle Rates And Debt-Service Covenants); Strong Business Case To Attract Interest From Credible Local And International Bidders; And, Political Value In Order To Minimize De-Prioritization Even Throughout Administration Changes, Such As Projects That Have A High Degree Of Support From The Community And Strategic To The Country In Developing The Screening And Criteria, The Consultant Will Discuss With The Various Stakeholders, Assess Project Data Needs And Readiness And Revise/Assess Screening Tools Available Elsewhere, Including The Ppiaf-Supported Ppp Screening Assessment Tool (Psat) And Ctip3. Outputs: Screening Methodology Inclusive Of Climate Resiliency Considerations Endorsed By The Steering Committee Identification And Description Of 4 Projects That Will Proceed To Stage 2 Screening Tool For The Water Ppp Program Inclusive Of The Ctip3 Adapted For The Angola Context 1.2 Stage 2: Pre-Feasibility And Design For The 4 Projects Identified In The Above-Described Process, The Consultant Will Conduct Further Assessments To Determine Their Preliminary Feasibility, Develop A Concept-Level Project Design And The Draft Ppp Contract And Procurement Documents. The Project Concept Design Will Be Sufficiently Specified Such That Goa Can Use It As Basis For Conducting Further Studies (E.G. Feasibility Studies, Environmental Impact Assessments, Etc), Project Preparation Planning And Development Tasks And Further Design Work; And Such That Potential Ppp Bidders Participating In Market Sounding Will Understand The Scope Of The Project And Be Informed Of The Key Risks. 1.2.1 Technical Assessment And Development With Field Verification Conduct Network Performance And Asset Condition Assessment And Inventory Including Collecting Information On The Number And Key Assets, Location, Developing A Schematic Of The Network, Information On Source Of Water, Production Capacity, Type Of Infrastructure, Number Of Served Consumers, Number Of Inhabitants In Service Area, Operating Costs And Revenues, Average Tariffs And Management Qualifications, Contact And Information, As Well As Key Operating And Commercial Performance Indicators Relevant To Determining Key Scope Of A Potential Ppp Develop Demand Projections For The Project. As Part Of This, The Consultant Will Collect And Analyze Information On: Size Of Community, Number Of Customers And Percentage Of Community Presently Served Historic And Present Consumption Per Type Of Customer, Operational Efficiency, Level Of Service Currently Provided; Presence Of Business And Other Factors That Will Affect Demand.
