Technical Advisory Consultant Services, For Halifax &Amp; Esquimalt - Advance Procurement Noticetechnical Advisory Consultant Services, For Canadian Forces Base (Cfb) Halifax, Ns &Amp; Esquimalt, Bc (With Security Requirements)Purpose Of This Advance Procurement Noticethis Is Not A Bid Solicitation. This Is An Advance Notice Of Potential Contract With Anticipated Security Requirements To Provide Interested Consultants An Opportunity To Begin The Sponsorship Request Process For Potentially Obtaining The Required Security Clearance(S) That Are Anticipated. Note That There Is No Guarantee That This Contract Will Proceed Or That Any Security Clearance(S) Will Be Granted Under The Sponsorship Process In A Timely Fashion Or Otherwise. Of The Project And Servicesthe Canadian Surface Combatant, Construction In Support Of Equipment (Csc Cisoe) Project’S Goal Is To Deliver Infrastructure To Support The Csc Vessels. This Infrastructure Will Support Digitally Advanced Test And Integration, Training Of Ship Operators And Sailors, Training In Naval Ranges, Docking Of Ships, Fleet Maintenance, Warehousing Of Equipment And Ammunition As Well As Land-Based Operations In Support Of The Fleets. The Main Locations For This Infrastructure Will Be At Cfb Halifax, Ns And Cfb Esquimalt, Bc. Delivery Of This Infrastructure Is Expected To Be Phased And Delivered Over 20 Years (2025 To 2044).Technical (Architectural And Engineering (A&Amp;E)) Services Are Required To Support The Development Of The Program And Its Various Infrastructure Requirements. These Services Include But Are Not Limited To:• Cost Estimating,• Siting And Urban Planning Development,• Requirements Development Support,• Business Case/Options Analysis,• Schedule/Planning Support,• Site Development And Transition Planning,• Including Sustainability / Net Zero Carbon Analysis,• Concept Designs/Room Data Sheets,• Parking Studies,• Project Risk Identification And Mitigation.Other Similar Services May Be Required.It Is Anticipated That This Solicitation Will Be Initiated In Summer 2022. The Overall Estimate Value Of The Consultant Services For This Program Is $1,478,000.00. This Is Conditional On The Contract Receiving Approval To Proceed By The Department Of National Defence (Dnd).Contract Award And Anticipated Security Requirementsin Order To Be Eligible For Contract Award, A Consultant Will Be Required To, Among Other Things, Actively Hold All Required Security Clearance(S) At The Time Of Closing, As Further Detailed In The Solicitation Documents.This Project Has Industrial Security Clearance Requirements That Will Be Phased Over The Delivery Of The Services As Follows:(Phase 1 - Reliability) - At The Close Of The Procurement, Consultants Will Be Required To Hold A Valid Designated Organization Screening (Dos) Issued Or Approved By The Canadian Industrial Security Directorate (Cisd), Public Services And Procurement Canada (Pspc).&Nbsp; The Consultant Will Undertake Phase 1 Work Using Staff And Sub-Consultant That Are Cleared To Reliability Status.&Nbsp; Access For Reliability Cleared Staff Will Be Limited To Public, Reception Or Operations Zones As Designated By Individual Sites.&Nbsp; Local Sites May Wish To Escort Reliability Cleared Staff In Some Of The Zones Identified.&Nbsp; At No Time During Phase 1 Will Any Of The Consultant’S Reliability Cleared Staff Be Permitted Access To Security Or High Security Zones.(Phase 2 – Secret ) - Within Approximately 8 To 12 Months Of The Award Of The Contract, The Consultant And Any Specialty Sub-Consultants Will Be Required To Hold A Valid Facility Security Clearance (Fsc) At The Level Of Secret, Issued Or Approved By The Canadian Industrial Security Directorate (Cisd), Public Services And Procurement &Nbsp;Canada (Pspc). Phase 2 Work Will Not Be Permitted If The Consultants Do Not Meet The Security Clearance Requirements To Enable The Work To Be Compliance With The Srcl.Industrial Security Program (Isp) Sponsorship Defence Construction Canada (Dcc) Is Providing Consultants Early Access To The Security Clearance Application Process Through Sponsorship Under Its Industrial Security Program (Isp). Accordingly, Consultants That Are Interested In Submitting Or Participating In A Proposal For These Procurements That Fall Under This Program And That Do Not Actively Hold The Above Identified Security Clearance(S) Should Begin The Security Clearance Application Process By Applying Through Dcc’S Isp.Under This Program, Dcc May Provide Preliminary Assistance With The Security Clearance Sponsorship Process.To Begin The Security Clearance Sponsorship Process, Please Submit A Sponsorship Request Application To Dcc By Following The Steps Identified On Dcc’S Website At: Https://Www.Dcc-Cdc.Gc.Ca/Industry/Security-Requirements.In Their Sponsorship Request Application To Dcc, Consultants Are Asked To Quote The Following Information, Among Other Things:
