Expression Of Interest Are Invited For Regional Assessment Of The Scale, Drivers, Fate, Impacts And Institutional Capacity To Manage Marine Waste From Pics Marine Fisheries And Aquaculture Sectors. The Overall Objective Of This Assignment Is To Generate Knowledge On The Drivers, Composition, Rates, Magnitudes, Fate And Ecological And Socioeconomic Impacts Of Marine Debris With Specific Focus On Aldfg Produced By Capture Fisheries And Aquaculture In Pics To Inform Decision Making For Policies And Investments To Avoid, Minimize And Remediate Marine Debris. The Study Will Provide A Gap Analysis Of Institutional Frameworks, Policies. The Assessment Will Generate Knowledge, Identify Technical Assistance And Capacity Needs And Propose Policy And Investment Options To Enable Pics To Mitigate The Production And Adverse Effects Of Marine Debris From The Fisheries And Aquaculture Sectors. The Assessment Has A Regional Focus And Covers All Forms Of Marine Debris (Solid Marine Waste) From Marine Capture Fisheries And Aquaculture, Including Plastic Debris And Aldfg, That Are Discharged Into The Ocean. Specifically, The Assessment Will Generate Knowledge, Identify Technical Assistance And Capacity Needs And Propose Policy And Investment Options To Enable Pics To Mitigate The Production And Adverse Effects Of Marine Waste From Fisheries And Aquaculture Sectors Through The Following Activities: 1. Analysis Of Existing And Potential Practices For Debris Disposal By Pic Fisheries And Aquaculture Sectors. Document Pic Fisheries And Aquaculture Waste Types And Disposal Pathways, And Identify Information Gaps 2. A Gap Analysis On Debris Management Institutional Frameworks, Policies, Legal And Regulatory Systems For The Disposal Of End-Of-Life Gear And Other Debris From Capture Fisheries And Aquaculture. 3.Identifyication Of Pic-Appropriate Methods For Assessing Marine Debris Drivers, Composition, Rates, Magnitudes And Adverse Impacts. 4. Collection And Synthesis Of Data On Pic Marine Debris Drivers, Composition, Rates Of Leakage, Magnitudes, And Adverse Impacts; Recommending Monitoring Improvements; Producing Material Flow System Maps; Generating Recommendations On The Most Robust And Cost-Effective Approaches To Fill Information Gaps; And Identifying Mitigation Actions, Including Innovations Being Developed And Piloted To Mitigate The Production And Adverse Effects Of Marine Debris Globally And In The Pic Region. 5. Identify And Compare Alternative Methods To Identify Drivers And Composition, And Estimate Rates, Magnitudes, Fate, And Impacts Of Marine Waste And Identify Assessment Methods Appropriate For Use In The Pics 6. Provide Recommendations, A Roadmap And An Action Plan With Short- And Long-Term Actions With Explicit Milestones For Different Policy Instruments And Investments To Tackle Marine Debris Issues Through Improved Monitoring And Management At A Regional Level. 7. Compile And Synthesize Data On Pic Marine Waste, Recommend Monitoring Improvements, Produce Material Flow System Maps, Identify Alternative And Priority Mitigation Actions. The Assessment Covers All Forms Of Marine Waste From Marine Capture Fisheries And Aquaculture That Are Discharged Into The Ocean, Including From Fishing And Support Vessels While In Seaports. This Includes: (1) Aldfg; (2) Non-Gear Marine Debris From Fishing Vessels, Including Intentionally-Discarded Types Of Debris That Are Specific To Fishing Vessels, Such As Plastic Bags Used To Store Salt Used To Make Brine And Plastic-Lined Boxes And Plastic Packing Straps Used For Frozen Bait; (3) Debris That Are Produced Across Types Of Marine Vessels, Including Cargo Nets, Anti-Fouling Paint Particles, Garbage From Kitchen Waste, Batteries, Sunken Ships, Etc.; (4) Debris From Equipment (Abandoned, Lost And Discarded Aquaculture Gear Aldag) And Solid Organic Waste From Aquaculture Farms; And (5) All Forms Marine Liquid Waste. The Assessment Includes: (1) Sea-Based Sources Of Waste From Fishing And Support Vessels And Aquaculture, (2) Marine Waste That Is Produced From Fishing And Support Vessels In Seaports, As Well As (3) Waste From Marine Capture Fisheries And Aquaculture That Does Not Result In Marine Waste (E.G., Is Disposed Of On Land) Including End Of Life Fishing And Aquaculture Gear. Here We Refer To Fish Aggregating Devices (Fads) As A Type Of Fishing Gear, But Recognize That Some Bodies Have Defined Fads As A Fishing Aid And Not A Fishing Gear. The Assessment Of Adverse Impacts Of Marine Debris Is To Include All Socioeconomic And Ecological Impacts, Including On The Fishing And Aquaculture Sectors.
