Expression Of Interest Are Invited For Developing Climate Change And Health Plan In Fiji. In Collaboration With The Pacific Climate Change And Environment (Pce) Team, Who Division Of Pacific Technical Support (Dps) Office And The Government Of Fiji Primarily The Ministry Of Health & Medical Services (Mohms), The Consultant Will Develop The Climate Change And Health Plan In Fiji Incorporating A Climate Change And Health Policy With Reference To The National Climate Change And Health Strategic Action Plan (Cchsap). Background Climate Change Is Impacting Health Considerably And It Is Projected To Have Significant Adverse Impacts On Morbidity And Mortality. It Threatens The Essential Elements Of Good Health - Clean Air, Safe Drinking Water, Nutritious Food Supply, And Safe Shelter. In 2014, Who Estimated That That Between 2030 And 2050, Climate Change Can Cause Close To 250,000 Additional Deaths Per Year Due To Malnutrition, Diarrhoea, Malaria And Heat Stress Alone. Most Climate Change-Related Health Risks Can Be Avoided Through A Combination Of Strengthening Health Systems; Improving Management Of The Risks Presented By Climate Change And Its Negative Impacts On Health; And Implementing An Effective Monitoring And Evaluation Mechanism Ensuring Activities Are Executed According To Plans. Under The National Climate Change Policy, The Ministry Of Economy Fiji Has Developed The National Adaptation Plan (Nap 2018) To Guide Climate Change Adaptation Work In Fiji. In Alignment With The Fiji-Nap, The Ministry Of Health And Medical Services Developed The National Climate Change And Health Strategic Action Plan (Cchsap) In 2016 And Is Due To Be Updated In 2022. Based On The World Health OrganizationS (Who) Operational Framework For Building Climate Resilient Health Systems, The Cchsap Aims To Build Climate Resilient Health System In Fiji By Providing Guidance For Health Systems And Public Health Programming To Increase Their Capacity For Protecting Health In A Changing Climate. This Plan Is Expiring At The Ned Of This Year After Being Extended For Two Years. A Monitoring And Evaluation Framework Was Developed To Guide The Review Of The Cchsap 2016 2020. A Climate Hazards And Vulnerability Assessment (Chva) Is In Progress That Will Also Provide Information For The Proposed Plan. The Overarching Goal Of The Climate Change And Health Plan Is To Propose Climate Change Adaptation Measures For The Health Sector, As Well As To Prevent And Manage Existing And Future Health Risks. The Plan Will Include A Monitoring And Evaluation Arm And So As A Cch Policy. The General Objective Of Developing A Climate Change And Health Plan Is To Establish A Tool/Plan That Enables Health Workers And Stakeholders To Incorporate Climate Change Into Their Work, Hence Build Climate Resilience Into Their Programs And Workplaces. The Specific Objectives Are: To Evaluate Cchsap Progress In Enhancing Health System Resilience To Climate Change Using The Monitoring And Evaluation Framework. To Collate, Analyze And Utilize Information And Data From Vulnerability Assessments And Other Studies To Inform The Proposed Climate Change And Health Plan. To Review The Reporting Template/Tool For The Monitoring And Evaluation Process. To Ensure All Relevant Stakeholders Are Consulted And Integrated In The Plan. To Ensure Integration Of More Robust Health-Related Co-Benefits And Evidence Into The Plan. To Develop FijiS Strategic Plan For Climate Change And Health That Is Integrated With A Climate Change And Health Policy And Incorporates National Plans, Priorities, And Processes. The Work Required In This Tor Is Very Important In The Whole Process Of The MinistryS Approach Towards Building Climate Resilient Health Systems. The Work Requires Knowledge Of Ministry Of Health Structure, Policies And Plans Regarding Health Emergency And Climate Change And Understanding Of The Health Information/Data Management In Fiji. The Consultant Should Be Familiar With Climate Change International, Regional And National Instruments And Knowledgeable In Climate Change And Health Issues. This Is The First Phase And Then There Will Be A Second Phase For The Capacity Building Component Of The Cch Plan.
