Expression Of Interest Are Invited For Mali Health Workforce Management Survey 2022 The Survey Will Support The 2019 Mali Accelerating Progress Towards Universal Health Coverage Program. The Proposed Survey Has The Potential To Accelerate Progress Towards Universal Health Care And To Directly Address Some Of The Binding Constraints On The Malian Health System, Through Strengthening Health Service Delivery Performance And Improving Financial Protection. The Key Objective Of This Survey Is To Understand The Chain Of Service Delivery Within The Health Sector In Mali, With A Focus On Human Resource And Financial Management, Health Workforce Related Issues, And The Impact Of These Factors On The Quality Of Service Delivery. The Survey Involves The Implementation Of Approximately 3000 Face-To-Face Surveys Among Respondents In The Service Delivery Chain Within The Health Sector In Project Target Areas, From The Ministry Of Public Health To Staff In Cscoms And Csrefs In Koulikoro, Mopti, And Segou. The Respondents Will Include Approximately 2490 Staff From Health Facilities, 20 Officials From The Central Administration, And 490 Officials From The Commune Administration. Survey Activities Include The Following: 1.Adhere To Local Formalities And Obtain Any Required Permits Related To The Survey Implementation, As Well As Survey Team Health And Accident Insurance, Salary, Taxes, And Others As Necessary 2.Program The Questionnaires Into Electronic Format And Desk-Test All Programming. Confirm All Skip Codes, Logic And Consistency Checks. The Questionnaire Itself Will Be Developed By The World Bank, But This Does Not Preclude The Implementing Partner From Providing Advice And Enhancement On Its Content. Even During Training Of Enumerators, The Questionnaire Can Still Be Adapted. 3. Development Of The Field Procedure Plan That Includes Composition Of Field Teams I.E. Number Of Enumerators, Supervisors, Field Mobilizers, Back-Checkers And, Data Managers; Daily And Weekly Interview Targets; Contingency Plans To Ensure Targets Are Achieved; Protocols For Ensuring Full Adherence To The Sample Frame And High-Quality Data, Including Rules For Re-Calls And Substitutions Among Other Key Survey Aspects. The Field Procedure Plan Must Be Submitted For Comment And Review To The Research Team Before The Start Of Field Work And Revised If Necessary, According To Any Team Comments. The Firm Must Adhere As Closely To The Plan As Conditions Allow During Survey Implementation. 4. Recruit Enumerators With Experience Conducting Surveys (Preferably In The Education Sector), And Familiarity With Tablets And Electronic Data Collection. Train All Enumerators, Supervisors, And Data Manager On The Administration Of The Questionnaires Provided By The World Bank. The Training Should Also Serve As A Screening Process For Skilled Interviewers 5. Pilot Test The Translated Capi Questionnaires Under Real Conditions. Monitor Time Per Module For Estimation Of Average Time Per Questionnaire, And Any Programming Challenges. Export All Data Into Csv Format, And Ensure All Variables Appear And Are Fully Labeled. The Pilot Data Will Include A Minimum Of 10 Observations Per Survey Instrument 6. During Data Collection, Develop A Monitoring / Information System To Track Questionnaires Completed And Replacements. Liaise With The World Bank On Which Criteria To Incorporate In The Monitoring System. Submit The Dashboard To The World Bank On A Bi-Weekly Basis During Pilot And Data Collection. Submit All Data To The Server Daily. A Data Backup System Must Be Provided. Data Must Be Backed Up If Not Submitted To The Server Upon Completion Of The Interview. Provide Weekly Reports To The Research Team Detailing Number Of Interviews Completed, Plots Mapped, Challenges Faced, Modifications Made To The Field Procedure Plan, And Any Other Notable Occurrences. Correct All Inconsistencies And Problems Identified By The Research Team In Data Quality Checks, Which May Require Re-Visiting Organizations (The List Of Data Quality Checks Will Be Shared In Advance Of The Start Of Data Collection).
