Request For Proposals Are Invited For Development Of Tobacco Cessation Guidelines In Vanuatu. Deadline: 06-Jun-2022 15:00 (Gmt 13.00) Auckland, Wellington, Fiji, Kamchatka The Purpose Of The Apw Is To Engage An External Expert To Facilitate A Roll-Out Of A Pilot Tobacco Cessation Programme In Vanuatu. In Particular, Support Is Required To: 1) Develop National Guidelines On Tobacco Cessation, Setting-Based Sops And An Accompanying Training Package; 2) Design A Monitoring Mechanism For Implementation Of A Tobacco Cessation Programme; And 3) Facilitate Capacity Building Training For Pilot Sites. Background Noncommunicable Diseases (Ncds) Are The Leading Cause Of Death In Vanuatu. Being A Key Risk Factors To Common Ncds, Tobacco Control Is Critical For VanuatuS Overall Efforts To Address Its Ncd Epidemic. According To The Steps Survey In 2011, One In Four Adults Aged 25-64 (23.7%) Smoked Tobacco, With Particularly High Prevalence Among Male (45.8%). Tobacco Use Is Prevalence Among Youth The Global Youth Tobacco Survey 2017 Reported That 16.9% Of Students Aged 13-15 Uses Some Forms Of Tobacco. In 2016, It Was Estimated 17.8% Of Deaths Amongst Men And 7.3% Of Deaths Amongst Women In Vanuatu Were Caused By Tobacco. Vanuatu Is A Party To The Who Framework Convention On Tobacco Control, And, Since Its Entry Into Force, Has Made Significant Strides In Strengthening Tobacco Control. Some Of The Key Measures Introduced Include Large Graphic Health Warnings, Comprehensive Tobacco Advertising Bans, Increase In Tobacco Taxes, And The Latest Ban On Heated Tobacco Products, Electronic Nicotine Delivery Systems And Electronic Non-Nicotine Delivery Systems. Building On The Success To Date And Momentum, Vanuatu Is Committed To Address Remaining Gaps And Further Strengthens Tobacco Control To Protect Health Of Its Population. One Of The Major Gaps Lies In Tobacco Cessation. Availability And Accessibility Of Tobacco Cessation Support Including Brief Tobacco Intervention Integrated At The Primary Health Care Level And Pharmacotherapy Options Are A Key Motivating Factor For Tobacco Users To Quit. In The Past, Several Health Care Workers In Vanuatu Have Participated In International Trainings, Capacity Built Is Often Not Sustained In The Absence Of Supportive Environment Including National Guidelines On Tobacco Cessation. Vanuatu Ncd Policy & Strategic Plan 2021-2030 In Fact Includes Several Action Points To Strengthen Cessation Support. Namely, Development Of National Cessation Protocols And Training Are Listed As Priorities For 2022. Vanuatu To Date Has Focused On Strengthening Primary Health Care (Phc) Capacity Through Ncd Pen Training And Ncd Risk Screening And Management. Capacity And Experiences Of Phc Providers Built Through These Efforts Create A Strong Foundation To Introduce Tobacco Cessation Services In Phc In Vanuatu. In This Regard, The Ministry Of Health (Moh) Of Vanuatu Is Planning To Launch A Pilot Tobacco Cessation Programme In Selected Sites In Vanuatu. Through The Pilot Programme, Moh Wishes To Assess Feasibility Of The Tobacco Cessation Programme And Gather Local Evidence For Future Expansion.
