Tenders Are Invited For Design Project Management Services - Flood Alleviation

1.1 This commission seeks to appoint a consultant to carry out the Preliminary, Detail Design, Project Management, Principle Designer and oversee the construction of the Fowlea Brook flood alleviation works at Cliffe Vale. 1.2 The project will deliver a climate change resilient flood risk management scheme. Whilst it will reduce flood risk to a small number of existing commercial premises within Stoke-on-Trent City, most importantly it will remove flooding blight to a significant area of vacant strategic employment land, enabling it to be brought back into productive economic use. The project enables an increase in the City’s land supply to be achieved and in turn allows for the expansion of the Ceramic Valley Enterprise Zone at the Cliff Vale site. The works include the construction of flood storage areas, a bund at the northern end of the site and site wide ground raising, as shown on the schematic below. Refer to Appendix K for more details of scheme 1.4 The Fowlea Brook is a Main River that runs in north-south direction through cliff vale,. The watercourse has been heavily engineered to control flows through and beyond the site and offers little amenity and benefit, and along its length towards its confluence with the River Trent, in Stoke Town Centre. 1.5 The Cliff Vale Scheme forms a critical part of a wider joint Fowlea Brook Regeneration Programme. This regeneration programme is a strategic project between Stoke-on-Trent City Council and the Environment Agency aimed at implementing a package of integrated catchment management measures to reduce flood and harness growth opportunities for the upper reaches of the River Trent. The Environment Agency will maintain involvement throughout the design and delivery of the project, both as a technical advisor and regulatory authority. However, for clarification, the Environment Agency does not have responsibilities for delivering elements of the project’s activities
