Expression Of Interest Are Invited For Sierra Leone Accountability Institutions Pasa (Ghana, Liberia And Sierra Leone) (P177629), And Governance Of Soes (Sierra Leone And Liberia) (P177366). To Support Work To Strengthen Accountability Of Ministries, Departments And Agencies (Mdas) And Goverance Of State Ownded Entities (Soes) The Work On Accountability Institutions Be Focused On Assessing Sai Independence And Supporting The Resolution Of Targeted Unresolved Issues Arising From The 2018-2020 Auditor Generals Reports Which Have Been Submitted To Parliament. The Independence Assessment Will Use The World Banks Insai Methodology Used To Compile The Sai Independence Index. The Unresolved Audit Issues Will Focus Only On Select Sectors Being Health, Education, Energy And Soes (I.E., The Same Soes Identified For Targeted Work Under The Soe Governance Work Below). Once Initial Analysis Of The Unresolved Issues Is Done, The Focus Will Be On The Higher Priority Issues Arising In The Selected Sectors. For The Soe Governance Work The Assignment Focuses On Supporting The Completion Of A Diagnostic For The Soe Sector Following The Isoef Tool- Chapter 4 On Governance. Additionally, The Assignment Includes Supporting Agreed J.I.T Advice In Relation To The Fiscal Risk And Performance Monitoring Frameworks.
