Regional Project for the Improvement of Disease Surveillance Systems (REDISSE IV The general objective of this consultancy is to support all activities related to social issues of the projects of the Implementation Unit (UIP) at the level of the MINSA Health Projects Portfolio (which includes the REDISSE IV Project, PFSS and COVID Vaccines), and to contribute and support to that the social impact mitigation measures contained in the Environmental and Social Commitments Plan are implemented. The consultancy will last for 12 months, renewable according to satisfactory performance, financial availability and project needs. Terms of reference can be obtained from the address below. The Central Project Coordination Unit (UCC) hereby invites eligible individual consultants ("Consultants") to express their interest in providing the Services. Interested consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The Consultant must possess the following qualifications: a. Postgraduate in Sociology, Anthropology, Geography or other related areas; B. Minimum of 3 years of experience relevant to this position; ç. Experience with the World Banks Environmental and Social Norms and basic notions of the New Environmental and Social Framework; and Angolan national legislation; d. Knowledge and experience in conducting and monitoring EIAS/ESMP. Advantage will be given to candidates with experience in the Management of Complaints and Complaints Mechanisms (GRM), action plan and prevention; and. Mastery of Microsoft Office tools (Word, Excel, PowerPoint, Outlook and Project); f.field experience in community mobilization, participatory community animation methodologies, networking with partners, preferably in health, water, sanitation and hygiene projects is considered an asset; g. Excellent command of the Portuguese language and knowledge of the English language. Consultants will be evaluated against the World Bank Procurement Rules and Regulations for Borrowers of Investment Project Financing of July 2016 (“Standards”), revised in November 2017 and August 2018, therefore they should pay attention to the Section III, paragraphs 3.14, 3.16, and 3.17 of the said Standards, which define the World Banks policy on conflict of interest.
