Request For Proposals Are Invited For National Consultant For The National Adaptation Planning Process (Pan), Inventory, Screenplay And Proposed Decree-Law Deadline: 16-May-22 Posted: 07-May-22 Overview: Country : Sao Tome And Principe Description Of Service : National Consultant For The National Adaptation Planning (Pan) Process, Inventory, Roadmap And Proposed Decree-Law Project Name : Reduce São Tomé And Príncipes Vulnerability To Climate Change Impacts, Strengthening The Countrys Capacity To Implement An Integrated Approach To Adaptation Planning. Duration: 53 Days Over A Maximum Of 4 Months The Proposal Must Be Sent By Email To Bidsstp@Undp .Org By 05/16/2022. Any Request For Clarification Must Be Sent In Writing, Or By Electronic Communication To The Email Address [[email protected]] Undp Will Respond In Writing Or By Standard Email And Will Send Written Copies Of The Response, Including An Explanation Of The Consultation Without Identifying The Source Of Consultation, To All Consultants. Background The United Nations Framework Convention On Climate Change (Unfccc) During Cop 16 Held In Cancun In 2011 Approved A Process For Member States To Formulate And Implement National Adaptation Plans (Naps) As A Way Of Identifying Adaptation Needs To Medium And Long-Term And Develop And Implement Strategies And Programs To Meet These Needs. The Pan In São Tomé And Príncipe Will Be Implemented By The Directorate General For The Environment And Will Support The Transition From The Traditional Project-Based Modus Operandi To An Integrated Approach To Adaptation Across All Vulnerable Economic Sectors With The Aim Of Addressing With Climate Change More Coherently And Efficiently. The Main Objective Of This Project Is To Reduce Vulnerability To Climate Change Impacts In Stp, Supporting The Countrys Ability To Implement An Integrated Approach To Adaptation Planning At All Levels And Sectors. The United Nations Environment Program (Unep) Is The Delivery Partner Of The Project, With The Role Of Supporting And Overseeing The Implementation Of The Same Led By The Dga While The United Nations Development Program (Undp) In São Tomé Will Work Closely With The Dga And Unep And Will Be Responsible For The Financial Management Of The Project. Scope Of Work, Responsibilities And Description Of The Proposed Analytical Work These Terms Of Reference Frame The Tasks Of The National Consultant Who Will Be Responsible For Delivering Key Activities In The Launch Of The Pan Process In São Tomé And Príncipe, Including: Activity 1.1.1: Carry Out A Mapping Of All Relevant Stakeholders For The Nap, All Projects And Initiatives, As Well As Material Relevant To Adaptation Produced To Date. Activity 1.1.2: Based On Stakeholder Mapping, Reach Consensus On Working Arrangements, Coordination And Reporting For The Pan Process In Stp, Clearly Outlining Stakeholder Roles And Responsibilities. Activity 1.1.4: Participate In The Organization Of The Kick-Off Workshop To Launch The Nap Process In Stp, As Well As Present, Discuss And Adopt The Nap Working Arrangements And Roadmap. Activity 1.1.5: Draft A Proposed Decree-Law Highlighting The Working Arrangements, Coordination And Accountability For The Pan Process In Stp, Including The Responsibilities Of Relevant Ministries, Departments And Institutions, But Also Recognizing The Key Role Played By The Private Sector And Civil Society To Ensure The Commitment And Active Participation Of All Actors In The Nap Process. The Country Consultant Will Perform The Following Tasks: Task 1: Inventory And Baseline Analysis Task 2: Stakeholder Mapping And Analysis Task 3: Development Of A Stakeholder Engagement Strategy Task 4: Development Of The Nap Roadmap Task 5: Facilitate Key Meetings And Work Sessions Task 6: Draft A Decree-Law For The Pan: Requirements For Experience And Qualifications I. Academic Qualifications: Masters Degree In Environmental Science/Law, Climate Change, Development Studies, Public Policy Or Similar Areas. Degree In Relevant Fields With Two Additional Years Of Experience. Ii. Experience: Minimum Of 5 Years Of Relevant Experience At The National Level, Including At Least One Previous Similar Assignment, Including Stakeholder Consultations, Baseline Analyses, Governance Support And Policy/Planning Processes. Iii. Competencies: Previous Experience In Developing Or Implementing Climate Change Adaptation Interventions For International Climate Fund Projects (Gef/Gcf) Is An Asset. Previous Demonstrated Experience In Facilitating High-Level Multi-Stakeholder Consultative Processes Is An Advantage. Experience In Developing Legal And Institutional Frameworks For Environmental Management And Drafting Related Bills And Instruments Is An Additional Advantage.
