Request For Proposals Are Invited For Rfp# Lrps-2022-9174560-To Conduct Pilot Assessment Of Child Protection Chapter Of Saep Implemented Through Apc Project Under Mowca Deadline: 15-May-2022 11:00 (Gmt 6.00) Almaty, Dhaka, Colombo Title Of The Assignment Pilot Assessment Of Child Protection Chapter Of Saep Implemented Through Apc Project Under Mowca Purpose The Pilot Assessment Will Be Conducted Under An Eu-Funded Project Aligning With UnicefS Country Program Documents (Cpd), Rolling Work Plan (Rwp) And Program Strategy Note Of Child Protection Section, Especially Under Pillar Iii To Assess The Existing Knowledge And Understanding Of The Community People And The Children About Violence Against Children And Women And Harmful Practices (Hps). The Purpose Of The Assessment Is To Assess The Knowledge And Understanding Of Children And Adolescents, Families And Their Communities On The Prevention Of Violence And Other Harmful Practices Including In Climate Affected Locations And Other Humanitarian Settings Based On Their Exposure To A Resource Package (Saep) Utilized In Children And Adolescent Clubs (Cacs) Using A Community-Led Approach. In Addition, As Part Of The Piloting Of The Child Protection Chapter Of The Curriculum, It Is Important To Document The Quality Of Delivery, Content And Appropriateness To The Audience, Facilitation And Implementation Of Curriculum, And Reception And Internalization Of The Content And Its Effectiveness Within The Cacs. Location The Pilot Assessment Will Be Conducted In 50 Clubs From Different Places Of Bangladesh Where The Children And Adolescent Clubs Operate, Specifically In Dhaka And One Other Of The Following Divisions: Mymensingh, Barisal, Chittagong, CoxS Bazar, Rangpur, Rajshahi, Sylhet Or Khulna (Which Will Be Based On Ongoing Field Inquiries). Estimated Duration The Pilot Assessment Will Take Place Within 6 Months, Which Will Be Effective Based On The Agencies On Board And Expecting To Start From April 2022 And End By September 2022. Reporting To Technical Supervisor Of This Assignment Child Protection Specialist Unicef Dhaka With The Involvement And Support Of The Section Planning Officer And Any Relevant Team Members. 1. Background On Vacw And Harmful Practices Global Representative Data On The Prevalence Of Violence Against Children In 96 Countries Estimates That 1 Billion Children Globally Over Half Of All Children Aged 217 Years Have Experienced Emotional, Physical Or Sexual Violence In The Past Year[1]. Nevertheless, It Is Also Critical To Take Into Account That Violence Against Children Is Often Hidden, Unseen Or Under-Reported[2]. Violence Against Children Takes Many Forms, Including Physical, Sexual, And Emotional Abuse, Exploitation, And May Involve Neglect Or Deprivation. Violence Occurs In Many Settings, Including The Home, School, Community, On The Street, At Workplace And Over The Internet Even In Institutional Settings. Similarly, A Wide Range Of Perpetrators Commit Violence Against Children, Such As Parents, Caregivers, Family Members, Intimate Partners, Teachers, Peers, Neighbors, Employers, Strangers, And Other Children. In Addition To Its Immediate Harms To Individuals, Families And Communities, Violence Against Children Has Pernicious, Lifelong Effects That Undermine The Potential Of Individuals, And When Aggregated Across Billions Of People, May Impede Economic Development.[3] According To An Estimate, Violence Against Childrens Costs Can Be As High As Usd Seven Trillion. During Pandemic Or Disease Outbreaks And Natural Disaster And Forced Displacement Emergencies, Violence Against Children Including Gbv Against Adolescent Girls And Boys Exponentially Increases.[4] The Covid-19 Pandemic And The Measures Imposed In Response To It Have Greatly Increased The Risk Of Intra-Family Violence And Online Abuse. Prolonged School Closures Have Impacted More Than 1.5 Billion Children And Youth. Movement Restrictions, Confined To A Small Space, Anxious About The Disease, Loss Of Livelihood And Income, Isolation, Socio-Economic Hardships, Limited Access To Services And Overcrowding Have Heightened Levels Of Stress And Anxiety In Parents, Caregivers And Children, And Cut Families And Individuals Off From Their Usual Sources Of Support Including Teachers, Peers, Neighborhoods And Wider Communities. Report Shows, Reports Of Child Abuse And Of Children Witnessing Violence Between Their Parents And Caregivers Have Increased[5]. Prevalence Of Violence Against Children Is Increasing Day By Day In Bangladesh Where 89% Of Children From 1 To 14 Years Experience Physical Violence And Psychological Aggression At Home[6] By Their Parents Or Caregivers. During The Last Eight Months From 1 January To 16 August, 781 Children Experience Violence And Neglect Across The Country Including Rape, Beating, Sexual Harassment Etc., 164 Children Were Murdered, And 81 Were Kidnapped.[7] Due To Lockdown For Covid-19, Violence Against Children And Women Increased At 35%.[8] Unicef Report In 2018 Shows That 80% Of Teen Age Internet User Felt They Needed Stronger Protection And Safety Support Whilst Online And 20% User Already Had Fallen Victim To Online Harassment And Abuse. Consequences Of Violence Are Alarming And Acknowledged But Not Always Well Documented. Violence Not Only Causes Immediate Trauma; It Can Lead To Longer-Term Child Depression And Behavioral Problems, Post-Traumatic Stress Anxiety And Eating Disorders. Impacts On Mental Health, In Turn, Can Influence A Range Of Health Outcomes, Making Young People More Vulnerable To Substance Abuse And Poor Reproductive And Sexual Health. It Leads To Death Including Homicide, Suicide, Severe Injuries, Impair Brain And Nervous Systems[9]. Its Negative Impact Executive Functions Of Children Thus Resulting Poor Educational Outcomes, Negative Coping Mechanism And Intergenerational Transmission From Parent To Child, Sibling To Sibling. Considering Those Challenges Constitution Of Bangladesh Emphasizes On Free From Exploitation, Fundamental Human Rights, Securing Freedom, Equality, Justice, Economic And Social Rights For All Citizens Of The State[10]. It Further Mandates The State For Making Special Provision In Favor Of Women, Children And For The Advancement Of Any Backward Section Of Citizens.[11] Bangladesh Made International CommitmentS Including Ratifying Convention Of The Rights Of Children In 1990 And Developed Laws And Policy In The Light Of Crc To Prevent And Response To Violence Against Children. Bangladesh Made Remarkable Progress In Terms Of Policy And Legislative Reforms For Addressing Violence Against Children And Women. The Country Has Adapted Several Legislative Measures Including Children Act 2013, Prevention Of Oppression Against Women And Children 2000 With Rules, Domestic Violence Prevention And Protection Act 2010 With Rules; Bangladesh Labor Law 2006 With Amendment In 2013 And 2018, Anti Trafficking Act 2012 And 104 Special Tribunal For Women And Children Repression Prevention Which Are Directly Related To Preserve The Protection Rights Of Children; Some National Level Policies Are Adapted As Well Including National ChildrenS Policy 2011, National Policy For WomenS Advancement 1997, National Plan Of Action To Prevent And Response To Violence Against Women And Children (Npaevawc), Npa To Prevent Trafficking, National Policy On Domestic Workers Rights, Child Labor Elimination Policy 2010, Circular On Banning 38 Categories Of Hazardous Labor, High Court Directives On Preventing And Addressing Sexual Harassment, Etc. There Are Several National Helplines Including 1098, 109, 999 Have Been Established And Are Providing Services To Support Children, Women And People In General Who Seek Helps. Others Include One Stop Crises Center (Oscc), Victim Support Center (Vsc) And Safe Home As Services Provisions For Girls And Women Experiencing Violence. National Human Rights Commission (Nhrc) Complaint Mechanism Is Active As Well. Several National And Local Ngos Are Providing Legal Aid And Response Services To Address Violence Against Children. Despite Presence Of All The Necessary Laws, Policies, There Is Weakness In Implementation Of The Laws In The Country. Additionally, There Is A Culture Of Impunity. Perpetrators Of Violence Against Children Are Hardly Brought To Justice, Which Contributes To Continuing The Perpetration Of Violence. Societal Acceptance Of Violence Against Children, Lack Of Awareness Among Parents And Communities On Impact Of Violence On Children, Lack Of Adequate Services For Families Contribute To The Recent Increase Of Violence In The Country Against Children. Low Acquittal Rate, Lengthy Legal Procedure And General Fear About Police Or Any Other Law Enforcing Agency Member And Stigma About Coming Across With Police Prevents Women And Children To Seek Legal Support In General. Lack Of Systematic Reporting Of Vacw And Access To Emergency Services And Responses Is A Major Challenge. Lack Of Child Protection Social Workers And Coordination Among Different Actors And Provision Of Collecting Systematic Data On Vac Incidents And Responses With Clear Referral Pathways And Case Management Is Crucial. Also, Adequate Funding And Budget Allocation For Implementing All Laws And Policies Including Institutional Strengthening Is An Immediate Thrust. Accordingly, This Strategic Framework Pays Particular Attention To Specific Forms Of Violence: Violent Discipline, Including The Widely Accepted Use Of Corporal Punishment And Verbal Abuse As Disciplinary Tools By Parents And Caregivers; School-Based Violence Perpetrated By Teachers/School Staff As Well As Children (Peer-To-Peer Violence); Sexual Abuse, Particularly The High Levels Of Sexual Harassment Experienced By Girls; And, Harmful Practices Like Child Marriage And Child Labor; Violence Taking Place In Humanitarian Settings And Exploitation Such As Trafficking In Women And Children.
