Deadline: 03-May-2022 23:59 (Gmt 2.00) Brussels, Copenhagen, Madrid, Paris The Mandate Of Unaids Country Office (Uco) Myanmar Is To Provide Leadership And Coordinate An Expanded Un System Response In Support Of The CountryS Efforts To End The Aids Epidemic As Part Of Sustainable Development Goals. Since August 2017, Unaids Has Managed The Usaid Hiv/Aids Flagship (Uhf) Project With Funding Support From The U.S. PresidentS Emergency Plan For Aids Relief (Pepfar). The Objective Of The Uhf Project Is To Consolidate Innovative And Sustainable Service Delivery Models For Hiv Prevention, Testing, Treatment, And Care For Key Populations (Kps) That Can Be Adopted And Amplified For The National Hiv Response. Project Implementation Has Been Managed By A Sub-Recipient Organization Community Partners International, And It Focused In Five Priority States And Regions Where MyanmarS Hiv Epidemic Is Most Concentrated: Shan And Kachin States And Sagaing, Mandalay, And Yangon Regions The Purpose Of This Rfq Is To Select Suitable Candidate For Provide Financial Management Support To The Uhf Project Closure Process, Ensuring Compliance With The Unaids Financial Rules And Procedures Roles And Responsibilities: The Finance Assistant Will Have The Following Primary Duties Under The Uhf Project: Provide Finance, Budget And Reporting Support For The Uhf Project To Keep A High Standard Of Financial Management, Both Internally And Towards Donors And Sub Recipients In The Following Areas: O Support The Management Of The Uhf Close-Out Budget By Reviewing The Budget Formulation And Preparing Revisions As Needed. Monitor Fund Utilization And Follow-Up Of Project Close-Out Budget. O Prepare Project Payments For Uhf And Other Projects Under The Uco Myanmar In Coordination With The Senior Associate, Office Administration. Facilitate The Allocation Of Uhf Project Expenses From The Approved Budget, And Reconciliation Of Accounts Between Uco Myanmar And Unaids Geneva. Prepare Financial Reporting And Summaries In An Accurate And Timely Manner Following The Uhf Contractual Agreements And Conduct Follow Up Actions As Necessary With Unaids Geneva, The Donor And Sub Recipients. The Upcoming Financial Reports Will Includeq3 And Q4 Informal Financial To Usaid Burma. Year-End Expenditure Report To Unaids Geneva And Usaid Burma. Liaise With Sub Recipients For Timely Submission Of Q2, Q3 And Q4 Financial Reports For The Fiscal Year 2022; Review And Provide Feedback To Sub Recipients As Required. Support In The Preparation And Review Of Terms Of Reference And Relevant Documents For Sub Recipients Audit; And Conduct Follow Up Of The Report And Findings. Support The Development Of The Uhf Project Close Out Financial Checklist For The Sub Recipients, And Follow-Up Actions Identified In Collaboration With The Uhf Programme Team. Maintain A Documentation Of The Financial And Operations Related Project Closure Procedures And Ensure Relevant Resource Data Is Recorded In Internal Systems For Reference, In Line With Unaids Standards And Procedures.
