Expression Of Interest Are Invited For Consultant/Expert/Individual Contractor To Strengthen Public Financial Management Systems And Health Expenditure Tracking In Papua New Guinea (Png) And Pacific Island Countries (Pics) Deadline: 06-Apr-2022 23:59 (Gmt 8.00) Beijing, Perth, Singapore, Hong Kong Background Covid-19 Has Led To Negative Economic Growth In Many Countries And Put Stress On All The Public Financial Management (Pfm) Systems Across The World. It Has Forced Countries To Adjust Sector Budget Allocations Given The Fiscal Pressures And Adapt Their Pfm Rules And Practices To Provide Greater Financial Flexibility And Tailor Accountability Systems During The Crisis. Timely Tracking On The Macroeconomic Impact Of The Pandemic And Analyse On Its Implications To The Health Sector Are Crucial To Inform Countries Strategic Decision-Making On Pandemic Preparedness, Response And Recovery. To Prepare Member States In Developing Fit-For-Purpose Health Financing Strategies During The Pandemic, In 2021 Who Developed A Framework To Guide National Budgetary Dialogues Between Ministry Of Health (Moh) And Ministry Of Finance (Mof) For Covid-19 Response. Based On The Framework, Who Analysed The Budgeting Framework In Png And Identified Several Potential Pfm Bottlenecks That Hinder The Ongoing Pandemic Response As Well As The CountryS Progress Towards Universal Health Coverage. Particularly, The Weak Spots Discovered In Resource Allocation And Spending For Human Resource For Health (Hrh) Is Of Concern. This Year, Who Plans To Conduct A Study To Look Into The Potential Binding Constraints In The Current Pfm Systems For Hrh And Place The Issue Of Adequately Financing And Managing Hrh Onto The Agenda Of Budget Dialogue Discussions Between The National Department Of Health (Ndoh) And Central Agencies. The Approach And Findings From Such A Study Would Benefit Countries In The Pacific That Face Similar Challenges. In Addition, The Covid-19 Pandemic Further Stresses The Importance Of Having Comprehensive And Timely Health Expenditure Tracking To Understand The System Dynamics In Coping With The Pandemic As Well As Guiding Future Investments In Health Systems. Who Supports Member States In Collecting And Analysing Health Expenditures Using The Accounting Framework System Of Health Accounts (Sha 2011). Special Guidance Notes Have Been Published To Guide Expenditure Tracking On Covid-19 And Primary Health Care (Phc) Spending To Provide Evidence For Relevant Policy Discussions. Who Has Been Supporting Pics In Producing Health Expenditure Data For The Annual Global Update. Where Gaps Exist, Technical Assistance Is Provided To Estimate Missing Data And Provides Technical Assistance On Capacity Building. Built On Previous Efforts In Health Expenditure Tracking In Png In 2018, This Consultancy Aims To Support Ndoh In Producing Health Accounts From 2018-2020, With Focus On Covid-19 And Phc Spending Reporting Where Data Is Available. Technical Support To Estimate Health Expenditure For Other Pics (E.G., Fiji, Solomon Islands, Vanuatu, Etc) Is Also Required. Purpose/Specific Objective Of The Activity This Consultancy Aims To Provide Technical Support To The Health Policy And Service Design Unit In Strengthening Countries Budgetary Preparation And Resource Tracking Capacity Through Improved Public Financial Management Systems And Health Expenditure Tracking, With Focus In Papua New Guinea (Png) And Pacific Island Countries (Pics). Description Of Activities To Be Carried Out Under The Supervision Of The Technical Officer, Health Policy And Service Design, Division Of Health Systems And Services, The Consultant Will Carry Out The Following Tasks: Activity 1: Produce Policy Analysis On Macroeconomic And Fiscal Space Impact Of Covid-19 Pandemic And Its Implications To The Health Sector Track The Evolving Macroeconomic Impact Of The Covid-19 Pandemic In Asia And The Pacific Based On Updates From Wb, Imf, Adb And Other Credible Sources Develop Tailored Policy Analysis On The Implications To Fiscal Space And Health Financing At Regional And Country Level Deliverable 1: Quarterly Covid-19 Macroeconomic And Fiscal Space Policy Update Activity 2: Provide Technical Support To Strengthen Pfm Systems In Png And Selected Pics (To Be Identified By Who) Conduct A Deep-Dive Study In PngS Pfm Bottlenecks Related To Hrh Planning And Deployment Identify And Propose Ways To Overcome Bottlenecks Through Strengthened Pfm Systems In The Short-And Medium-Term Produce Policy Briefs And Support Who Png Country Office In Facilitating Ndoh In Budgetary Discussions With Mof And Donors Support High-Level Pfm Analysis In Selected Pics By Producing Policy Briefs And Supporting Training Workshops As Required Deliverable 2.1: A Summary Report Of Policy Analysis And Technical Support To Png Office On Pfm Bottlenecks And Ways To Improve To Support Hrh Deliverable 2.2: Policy Briefs And/Or Materials On Tailored Pfm Analysis In Selected Pics Activity 3: Work With Who Png Country Office To Support Png Ndoh In Conducting Health Accounts Study 2018 And 2020 And Produce Policy Briefs With Focus On Covid-19 And Phc Health Expenditure Reporting. Qualifications & Experience Education Masters Level University Degree In Health Economics, Economics, Health Policy, Public Health And/Or Social Science Or Other Related Field From A Recognized University. Experience Minimum 10 Years Of Experience In Health Financing Include Country Support To Public Financial Management And Health Expenditure Tracking, Preferably In The Western Pacific Region Technical Skills And Knowledge Essential: Health Financing, Specifically On Public Financial Management, And Health Accounts. Demonstrated Quantitative Skills To Produce Evidence And Information To Strengthen Health Systems. Desirable: Knowledge On Health Financing Systems In Countries In The Western Pacific Region Languages Written And Spoken Fluency In English Is Essential.Working Knowledge Of Other Un Languages Is An Advantage.
